City of Miami Legislation Resolution Enactment Number: R-18-0079 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 3735 Final Action Date:2/22/2018 A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY MANAGER TO DIRECT THE CITY OF MIAMI'S LEGISLATIVE TEAM IN TALLAHASSEE TO MAKE THEMSELVES AVAILABLE TO PROVIDE GUIDANCE TO THE STUDENTS AND FAMILY MEMBERS OF MARJORY STONEMAN DOUGLAS HIGH SCHOOL TRAVELING TO THE STATE CAPITOL TO MEET WITH LEGISLATORS URGING THEM TO PASS GUN CONTROL, SCHOOL SAFETY, AND MENTAL MEASURES IN THE REMAINING WEEKS OF THE ANNUAL LEGISLATIVE SESSION; FURTHER AUTHORIZING THE CITY ATTORNEY TO PROVIDE LEGAL SUPPORT, AT THE DISCRETION OF THE CITY ATTORNEY, FOR SAID PURPOSE. WHEREAS, survivors of a shooting that killed seventeen (17) students and faculty at Marjory Stoneman Douglas High School last week have created the #NeverAgain movement to demand stronger gun control laws; and WHEREAS, hundreds of students and family members from Marjory Stoneman Douglas High School and members of the #NeverAgain movement have commenced travelling to Tallahassee, Florida to effectuate changes in laws with an aim to make all schools safer including those within the City of Miami ("City"); and WHEREAS, these students and family members are proposing legislation to revise state mental health and gun laws that will place new limits on access to semiautomatic assault rifles such as AR-15s to forestall a repeat of the Marjory Stoneman Douglas High School shooting; and WHEREAS, any positive outcome of said legislative efforts in Tallahassee will result in a safer City; and WHEREAS, these students and family members are travelling to Tallahassee, Florida to meet with legislators without having prior experiences in how to navigate through the bureaucratic legislative process; and WHEREAS, the City's Legislative Team currently laboring in Tallahassee, Florida can serve as a valuable resource to these students and parents by providing guidance and technical assistance in drafting and proposing bills that may become laws; and WHEREAS, it would be a true public service to help these students and family members effectuate meaningful change in Tallahassee, Florida; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is hereby directed to make the City's Legislative Team in Tallahassee, Florida available to provide guidance to the to the students and family members of Marjory Stoneman Douglas High School traveling to the capitol to advocate for school safety. Section 3. The City Commission further authorizes the City Attorney to provide legal support, at the discretion of the City Attorney, for said purpose. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.' APPROVED AS TO FORM AND CORRECTNESS: ndez, City Attor ey 3/6/2018 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
