• The City of Miami has already implemented the following recommendations in
the report:
o Permit development of micro -units (affordability of these units should be
studied over the next few years)
o Encouraging mixed use and transit -oriented development
o Incentives for installing solar panels by waiving permitting fees
o Require all contractors for services to pay a living wage of $15/hour
• The City of Miami could implement the following recommendations in the report:
o Help establish Community Land Trust by donating City -owned land
o Auction/sell/lease land obtained through lien foreclosures for CLTs or
other affordable housing projects
o Incentivize and fund building re -use and rehab
o Establish incentives for alternative energy and other energy -saving
features (to save residents on utilities)
o Implement policies that lower building costs, e.g. reducing minimum
parking requirements, expediting permits for affordable housing projects
o Remove any zoning barriers to co-living/co-working spaces
o Work with large employers to take a pledge to pay their workers a living
wage and provide other housing assistance
o Improve public participation by publishing plain English/more user
friendly summaries of legislation
o Improve public participation for creating opportunities to participate in
public meetings remotely through web -based or mobile applications
o Create a City landlord registry that is searchable and require anyone who
rents residential property in the City of Miami to register
o Establish an inclusionary zoning policy to require set asides for affordable
housing
o Study and improve the T4 and T5 transects to create more smaller scale
multifamily housing

o Remove barriers to permitting prefab, manufactured, and modular
housing
o Impose temporary rent control measures (not likely)
o Allow accessory dwelling units (granny flats) in T3-R and/or T3-O
o Establish local preference policy for non -federally funded affordable
housing developments
o Create more consistent revenue stream for the City's affordable housing
trust fund by requiring a certain percentage of Miami 21 public benefits
contributions to be deposited into the fund
o If feasible, write local amendments to the Building Code to allow new, less
expensive building techniques
o Punish slumlords and bad actors through appropriate Code Enforcement
o Use bond funds and other money to acquire vacant, blighted, or foreclosed
property for land banking
o Require that applicants for rezoning provide an impact analysis on
affordability
o Expand density bonuses to larger variety of mixed market/affordable
projects
o Increase density allowed near transit
o Create strategic housing plan that guides spending decisions
o Create a mortgage loan guarantee fund for first time homebuyers
