Subject: Accept Bids - Pre -Employment Polygraph Examination Services
Purpose of Item:
The nature of this item is to establish a resolution of the Miami City Commission,
pursuant to IFB 754382 for Pre -Employment Polygraph Examination Services for the
Police Department ("Police"), on an as needed basis, with Jurney & Associates,
Inc.("Jurney") Primary vendor and International Investigative Group Ltd, Inc. ("IIG") as
the Secondary vendor for an initial contract term of three (3) years, with the option to
renew for one (1) additional three (3) year period. Authorizing the City Manager to add
suppliers to the contract as deemed necessary by the City of Miami ("City"). Further
authorizing the City Manager to negotiate and execute all other documents, including
any amendments, renewals and modifications to the contract, in a form acceptable to
the City Attorney, as may be necessary for said purpose, allocating funds from the
Police Operating Budget, and as required by City departments, subject to the availability
of funds and budgetary approval at the time of need.
Background of Item:
On October 25, 2017, the Procurement Department ("Procurement") issued IFB No.
754382. As required by the Procurement Code, the IFB was advertised and issued
online. On November 21, 2017, at the bid closing, two (2) bids were received. Both bids
were evaluated, and tabulated. Procurement is recommending award to Jurney the
lowest responsive and responsible bidder as the Primary vendor, and IIG as the
Secondary vendor, per bid specifications. The estimated amount for the initial term and
option to renew period is $360,300.00 based on the price submitted by Jurney.

A RESOLUTION OF THE MIAMI CITY COMMISSION ACCEPTING THE BIDS
RECEIVED NOVEMBER 21, 2017 PURSUANT TO INVITATION FOR BID ("IFB") NO.
754382 FROM JURNEY & ASSOCIATES, INC., THE LOWEST RESPONSIVE AND
RESPONSIBLE BIDDER ("PRIMARY"), AND INTERNATIONAL INVESTIGATIVE
GROUP, LTD., INC., THE SECOND LOWEST RESPONSIVE AND RESPONSIBLE
BIDDER ("SECONDARY"), FOR THE PROVISION OF PRE -EMPLOYMENT
POLYGRAPH EXAMINATION SERVICES FOR AN INITIAL PERIOD OF THREE (3)
YEARS WITH AN OPTION TO RENEW FOR ONE (1) ADDITIONAL THREE (3) YEAR
PERIOD; ALLOCATING FUNDS FROM THE MIAMI POLICE DEPARTMENT
OPERATING BUDGET AND, AS REQUIRED, FROM OTHER END -USER
DEPARTMENT FUNDS, SUBJECT TO THE AVAILABILITY OF FUNDS AND
BUDGETARY APPROVAL AT THE TIME OF NEED; AUTHORIZING THE CITY
MANAGER TO ADD SERVICES AND VENDORS TO THE CONTRACT AS DEEMED
NECESSARY BY THE CITY MANAGER; FURTHER AUTHORIZING THE CITY
MANAGER TO NEGOTIATE AND EXECUTE ALL OTHER DOCUMENTS, INCLUDING
ANY AMENDMENTS, RENEWALS, EXTENSIONS, AND MODIFICATIONS TO THE
CONTRACT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, AS MAY BE
NECESSARY FOR SAID PURPOSE.
WHEREAS, the Miami Police Department ("MPD") has a need for Pre -Employment
Polygraph Examination Services; and
WHEREAS, the Department of Procurement ("Procurement") issued Invitation for Bid
("IFB") No. 754382 for the provision of Pre -Employment Polygraph Examination Services on an
as needed basis;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The bids received November 21, 2017 pursuant to IFB No. 754382 from
Jurney & Associates, Inc., the lowest responsive and responsible bidder ("Primary"), and
International Investigative Group, Ltd., Inc., the second lowest responsive and responsible
bidder ("Secondary"), to provide Pre -Employment Polygraph Examination Services on an as -
needed basis for an initial period of three (3) years with an option to renew for one (1) additional
three (3) year period are accepted.
Section 3. Funds are allocated funds from the MPD operating budget and, as required,
from other end -user department funds, subject to the availability of funds and budgetary
approval at the time of need.
Section 4. The City Manager is authorized1 to add services and vendors to the contract
as deemed in the best interest of the City of Miami.
Section 5. The City Manager is further authorized' to negotiate and execute any and all
other documents, including any contracts, amendments, renewals, extensions, and
modifications to the contract, in a form acceptable to the City Attorney, and in compliance with
applicable regulations, as may be necessary for said purpose.
Section 6. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
