Authorize Piggyback - Crime Reporting and Analytics System
Purpose of Item:
The nature of this item is to establish a resolution of the City of Miami Commission, with
attachments, authorizing the procurement of an advanced crime reporting and analytics system
from Zeteky, Inc., for the Department of Police ("Police"), pursuant to Section 18-111 of the
Code of the City of Miami, Florida as amended, utilizing the competitively solicited and existing
North Carolina Department of Public Safety ("NCPS") Contract No. RFP 19-012693-JJX through
July 31, 2019, subject to any renewals, extensions and/or replacement contracts by NCPS;
authorizing the City Manager to execute the Master Services Agreement and the Supplemental
Agreement, in substantially the attached form, further authorizing the City Manager to negotiate
and execute any and all other documents, including any amendments, renewals, extensions,
and modifications to the agreement, in a form acceptable to the City Attorney, and in
compliance with acceptable regulations, as may be necessary for said purpose.
Background of Item:
The City is seeking to establish a contract for the purchase of an advanced crime analytics
reporting system, using funds from the Florida Department of Law Enforcement for said
purpose. These funds, in the amount of $700,000.00 were accepted and appropriated by the
City Commission through Resolution #17-0368 on July 27, 2017. To facilitate this purchase, the
City has identified and will access NCPS Contract #19-012693-JJX with Zeteky, Inc f/k/a
Closewatch Technologies, Inc. f/k/a iThinQware, Inc.:
The contract being accessed is effective through July 31, 2019.

A RESOLUTION OF THE CITY OF MIAMI COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE PROCUREMENT OF AN ADVANCED CRIME REPORTING AND
ANALYTICS SYSTEM FROM ZETEKY, INC., FORMERLY KNOWN AS
CLOSEWATCH TECHNOLOGIES, INC., (FORMERLY KNOWN AS ITHINQWARE,
INC.), FOR THE MIAMI POLICE DEPARTMENT, PURSUANT TO SECTION 18-111
OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED, UTILIZING THE
COMPETITIVELY SOLICITED AND EXISTING NORTH CAROLINA DEPARTMENT OF
PUBLIC SAFETY ("NCPS") CONTRACT NO. RFP 19-012693-JJX EFFECTIVE
THROUGH JULY 31, 2019, SUBJECT TO ANY RENEWALS, EXTENSIONS, AND/OR
REPLACEMENT CONTRACTS BY NCPS; AUTHORIZING THE CITY MANAGER TO
EXECUTE THE MASTER SERVICES AGREEMENT AND THE SUPPLEMENTAL
AGREEMENT (COLLECTIVELY, "AGREEMENTS"), IN SUBSTANTIALLY THE
ATTACHED FORM; FURTHER AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE ANY AND ALL OTHER DOCUMENTS, INCLUDING ANY
AMENDMENTS, RENEWALS, EXTENSIONS, AND MODIFICATIONS TO THE
AGREEMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, AND IN
COMPLIANCE WITH ACCEPTABLE REGULATIONS, AS MAY BE NECESSARY FOR
SAID PURPOSE.
WHEREAS, pursuant to Resolution No. 17-0368 adopted on July 27, 2017, the City
Commission accepted and appropriated funds in the amount of $700,000.00 from the Florida
Legislature through the Florida Department of Law Enforcement ("FDLE") for the Miami Police
Department ("MPD") to implement an advanced crime reporting and analytics application; and
WHEREAS, the City of Miami ("City") now seeks to utilize these funds to establish a
contract for the purchase of said advanced crime reporting and analytics application; and
WHEREAS, pursuant to Section 18-111 of the Code of the City of Miami, Florida, as
amended ("City Code"), the Chief Procurement Officer determined that the North Carolina
Department of Public Safety ("NCPS") Contract No. RFP 19-012693-JJX for Mobile Device
Application was entered into pursuant to a competitive process in compliance with the City's
laws, policies, and procedures; and
WHEREAS, the "accessing" of NCPS Contract No. RFP 19-012693-JJX will enable the
MPD to enter into an agreement for the purchase of an advanced crime reporting analytics
system;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The procurement of a crime reporting system from Zeteky, Inc., formerly
known as Closewatch Technologies, Inc., formerly known as Ithinqware, Inc., for the MPD,
pursuant to Section 18-111 of the City Code, utilizing the competitively solicited and existing
NCPS Contract No. RFP 19-012693-JJX, effective through July 31, 2019, subject to any
renewals, extensions, and/or replacement contracts by the NCPS, is approved.
Section 3. The City Manager is authorized' to execute the Master Services Agreement
and Supplemental Agreement ("Agreements"), in substantially the attached form.
Section 4. The City Manager is further authorized to negotiate and execute any and all
other documents, including any amendments, renewals, extensions, and modifications to the
Agreements, in a form acceptable to the City Attorney, and in compliance with acceptable
regulations, as may be necessary for said purpose.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
