Subject: Discussion - Expansion of PayPhones
Purpose of Item:
A Discussion Item on the possible expansion of payphones with advertisement citywide
through a request for proposal procurement process.
Background of Item:
In 2001, the City Commission approved Resolution (R-01-449) for a one year pilot
program to permit telephone enclosures in the right of way with advertisement panels.
Where the City would collect 15% of revenues collected for said advertisements. The
pilot program was limited to the Downtown District, the Latin Quarter District and the
areas of Southeast Overtown Park West and Little Haiti bounded by Northwest 54th
Street and Second Avenue. While the program was initially for one year, it has not been
terminated and the City has continued to collect advertisement revenue. At the January
11, 2018 Commission meeting, District 4 Commissioner Reyes, requested and the City
Commission directed the administration to report back to Commission with a finding of
necessity on the expansion of the payphones with advertisement program.
