A RESOLUTION OF THE MIAMI CITY COMMISSION RECOMMENDS
CONTINUING THE PILOT PROGRAM TO MAINTAIN THE ASSIGNMENT OF
NEIGHBORHOOD RESOURCE OFFICERS AND CODE COMPLIANCE
INSPECTORS CURRENTLY ASSIGNED TO THE ALLAPATTAH AND
FLAGAMI NEIGHBORHOOD ENHANCEMENT TEAM ("NET") AREAS FOR AN
ADDITIONAL PERIOD OF SIX (6) MONTHS IN ORDER TO INCREASE THEIR
FAMILIARITY WITH THE ISSUES OF THE AREA THEREBY ALLOWING THEM
TO WORK TOGETHER IN UNISON WITH NET IN ORDER TO FIGHT CRIME,
ENFORCE CODE VIOLATIONS, AND IMPROVE THE QUALITY OF LIFE FOR
THE RESIDENTS OF THE AREA.

WHEREAS, the City of Miami ("City") created the Neighborhood Enhancement Team
("NET") concept in or around 1992 to offer basic administrative services to residents and
businesses in their respective neighborhoods; and
WHEREAS, the NET concept is still one of the greatest resources of the City; and
WHEREAS, the NET concept works best when the Neighborhood Resource Officers
("NRO"), the NET Administrator, and Code Compliance Inspectors work in the same building
and get to know and understand the neighborhood together; and
WHEREAS, the NRO, the NET Administrator, and the Code Compliance Inspectors
should be aware of their neighborhood and know how to resolve the various problems that
occur therein; and
WHEREAS, the rotation of NROs and Code Compliance Inspectors out of their assigned
NET areas has had negative effects on enforcement efforts; and
WHEREAS, the NRO, the NET Administrator, and the Code Compliance Inspectors
work best when they are familiar with each other; and;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Commission hereby recommends continuing the pilot program to
maintain the assignment of NROs and Code Compliance Inspectors currently assigned to the
Allapattah and Flagami NET areas for an additional period of six (6) months from the effective
date of this Resolution in order to increase their familiarity with the issues of the area thereby

allowing them to work together in unison with NET in order to fight crime, enforce code
violations, and improve the quality of life for the residents of the area.
Section 3. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.'

1 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
