A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY
MANAGER TO ESTABLISH A REGISTRATION PROGRAM WITH THE MIAMI
POLICE DEPARTMENT ALLOWING RESIDENTS TO VOLUNTARILY
REGISTER A HOUSEHOLD ADDRESS WHERE A PERSON WITH A MENTAL
HEALTH OR DEVELOPMENTAL DISABILITY RESIDES FOR PURPOSES OF
MAKING FIRST RESPONDERS AWARE OF SAID CIRCUMSTANCE PRIOR
TO THEIR ARRIVAL, TO AID IN PREVENTING CONFRONTATIONAL
SITUATIONS, AND TO BETTER ADDRESS MEDICAL CONDITIONS.

WHEREAS, family members often rely on law enforcement for help when a loved one
experiences a mental health crisis; and
WHEREAS, it is essential that law enforcement officers have the training and tools
necessary to identify and deescalate situations involving individuals experiencing a mental
health crisis; and
WHEREAS, the Miami Police Department ("MPD") officers are often the first responders
to an occurrence involving someone with a mental or developmental disability; and
WHEREAS, existing state -mandated police officer training and MPD training has been
adequate to prevent problematic confrontations between MPD officers and individuals in crisis;
however, the available mental health services and local facilities have been overwhelmed
leaving individuals with mental health disabilities without support and/or places for treatment;
and
WHEREAS, for purposes of providing MPD with an additional tool to assist in identifying
situations involving a mental health crisis, the City Manager should establish a program that will
allow City residents to voluntarily register their address with MPD for purposes of identifying it
as a household where a person with special needs, mental health disability, or developmental
disability resides; and
WHEREAS, the information provided under this program shall only be provided to the
City's first responders dispatched to a registered address before they arrive on the scene to
assist in identifying possible mental health issues and to provide the appropriate services;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.

Section 2. The City Manager is directed to establish a registration program with the MPD
allowing residents to voluntarily register a household where a person with a mental health or
developmental disability resides for purposes of making first responders aware of said
circumstance prior to their arrival, to aid in preventing confrontational situations, and to better
address medical conditions.
Section 3. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.

1 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
