Background of Item: The proposed Federally -Funded Subaward and Grant Agreement ("Grant Agreement"), between the State of Florida Division of Emergency Management ("State") administering federal funds on behalf of the U.S. Federal Emergency Management Agency ("FEMA") and the City of Miami ("City") provides reimbursement grant funding to the City in an amount not to exceed $315,860.15 ("Grant") and requires a City matching funds in an amount not to exceed $105,286.72 ("City Match") for the purpose of retrofitting the City Solid Waste Department Building. As a Pre -Disaster Mitigation Grant Program project, the funding will enable the City Solid Waste Building to be protected and prepared to withstand the impact of natural disasters. WHEREAS, the proposed Federally -Funded Subaward and Grant Agreement ("Grant Agreement") between the State of Florida Division of Emergency Management ("State") administering federal funds on behalf of the U.S. Federal Emergency Management Agency ("FEMA") and the City of Miami ("City") provides reimbursement grant funding to the City in an amount not to exceed Three Hundred Fifteen Thousand Eight Hundred Sixty Dollars and Fifteen Cents ($315,860.15) ("Grant") and requires City matching funds in an amount not to exceed One Hundred Five Thousand Two Hundred Eighty -Six Dollars and Seventy -Two Cents ($105,286.72) ("City Match"); and WHEREAS, the City's Department of Solid Waste ("Department") will use said funds as a Pre -Disaster Mitigation Grant Program project to retrofit the Department's Building located at 1290 Northwest 20th Street, Miami, FL 33142, associated with the Multi -Year Capital Plan Project No. 40-B183902 ("Project"); and WHEREAS, the Grant funding will enable the Department's Building to be protected and prepared to withstand the impact of natural disasters; and WHEREAS, the Grant funds from the State on behalf of FEMA shall be used solely for costs associated with the work for the Project; and WHEREAS, the City Match has been previously allocated and included in the City's Multi -Year Capital Plan funding for the Project; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA, Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized (1) to accept and appropriate reimbursement grant funds in an amount not to exceed Three Hundred Fifteen Thousand Eight Hundred Sixty Dollars and Fifteen Cents ($315,860.15) from the State on behalf of FEMA and (2) to appropriate City matching funds in an amount not to exceed One Hundred Five Thousand, Two Hundred Eighty -Six Dollars and Seventy -Two Cents ($105,286.72), both to fund the cost of retrofitting the Department's Building associated with the Project. Section 3. The City Manager is further authorized' to negotiate and execute a Grant Agreement, in a form acceptable to the City Attorney, between the City and the State on behalf of FEMA and to negotiate and execute any and all other documents, including amendments, extensions, renewals, and modifications to said Grant Agreement, in a form acceptable to the City Attorney, to institute the acceptance, implementation, and administration of said Grant and the City Match for the Project. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor2 APPROVED AS TO FORM AND CORRECTNESS: ndez, ity Attor 1 The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
