RE: Letter of Intent of a Joint Participation Agreement
Shenandoah Neighborhood Improvements
Dear Mr. Sola:
This correspondence serves as the City of Miami's ("City") intention to enter into a Joint Participation
Agreement ("JPA") with Miami -Dade Water and Sewer Department ("Miami -Dade WASD").
Miami -Dade WASD currently has two projects for water main improvements within the Shenandoah
Neighborhood, bounded by SW 8 Street to the North, SW 22 Street/Coral Way to the South, SW 17
Avenue to the East and SW 27 Avenue to the West.
The City would like for WASD to facilitate capital improvements on behalf of the City, more specifically
milling and resurfacing and crown reconstruction of the roadway ("Improvements"), within the boundary of
the Shenandoah Neighborhood, excluding the following locations: 1) SW 21 Street between SW 23 Avenue
and SW 25 Avenue and SW 24 Avenue between SW 21 Terrace and SW 20 Street; and 2) SW 17 Terrace
and SW 17 Lane between SW 22 Avenue and SW 24 Avenue. The City understands that the proposed
Improvements are outside of Miami -Dade WASD's obligations as mandated by City Code and permit
conditions previously stipulated for their project. As such, the City will secure funds in the amount not to
exceed $3,000,000.00, the total cost of the Improvements, to transfer to Iviiami-Dade WASD.
Furthermore, the JPA with Miami -Dade WASD and the appropriation of the funds for the Improvements
require City Commission approval. Therefore, be advised that the legislative items will be scheduled for the
next available City Commission Meeting Agenda.
