Requesting Department: Department of

Sponsored By:
District Impacted: All
Type: Resolution
Subject: Approve Emergency Finding - Global Rental Co., Inc.
Purpose of Item:
It is respectfully recommended that the Miami City Commission adopt the attached
resolution, by a four -fifths (4/5ths) affirmative vote, ratifying, confirming and approving
the Chief Procurement Officer's "CPO") and City Manager's written finding of an
emergency, waiving competitive sealed bidding procedures and retroactively approving
the selection of Global Rental Co., Inc. ("Global") for the rental of two bucket trucks for
the Department of Public Works.
Background of Item:
The Department of Public Works ("PW') currently owns various bucket trucks, and
numerous pieces of heavy duty equipment. Due to unforeseen reasons, two (2) of the
bucket trucks were inoperable, and in order to mitigate the down time, PW requested to
rent two (2) bucket trucks temporarily. Just before the end of the three (3) month rental
agreement expiration, the City experienced Hurricane Irma, and because of the
accumulating storm debris, PW asked to extend the rental agreement for an additional
three (3) months. The initial rental agreement was approved under the CPO's authority
of $25,000. However, the additional three (3) months would surpass this authority, and
required the City Managers approval. The amount for the additional three (3) months is
estimated at $15,882.00 for an estimated aggregate total of $32,964. Prior to the initial
rental, the Procurement Department reached out to numerous heavy equipment rental
vendors, and Global was the only company that was able to provide this equipment.
