Serving as Your Information Sources and Technical Experts for Regionally Correct Solutions LDAT- LANDSCAPE DAMAGE ASSESSMENT TEAM41 Land finproNiements and Landscape Datnage Verification and Valuation Contract City of Miami- Hurricane Irma Storm Response Project Date: 09/ 1 4/ 17 To: Quatisha Oguntoyinbo-Rashad Environmental Resources Division, Planning & Zoning Department Miami, FL Services to be Provided: Earth Advisors Inc. will assess land improvement and landscape items on site(s) listed by Client for damages related to named cause(s) and provide damage values and/or recommendations for rented ial/restoration work. The property(ies) to assess, landscape and land improvement items to be included (checklist of items to be signed by both parties), insurance coverages and'or government disaster funding and -or other damage restoration funding sources (for reporting purposes and report format purposes), relevant background information and documents, and timeline for project, must be confirmed at start of work with Client during initial site visit. Project will be managed and qualified by John A. Harris, Landscape Economist. Professional Rate: $12541our Principal Rate: $150/hour Engineer Rate: 5200/hour Landscape Economist Rate: $2551hour All work is confidential between Client named and our firm. Scope of Work per property assigned to Earth Advisors: 1. Tree and Landscape Damage: Site Inspection of trees and landscape plants on properties named to determine levels of damage and conditions. Plant types to be included must be decided at start of work (trees, palms, hedges, shrubs,_ ornamentals, groundcovers, turf): including any minimum or maximum size limits. Specific items or categories of items to be inspected must be named and identified in a general map of property prior to start of work. Tree and Landscape Damage Worksheets listing the item locations, pre -damage plant characteristics, size and type data for damages reporting, damage percentage due to named event, recommended restoration actions (Le. remove, reset, restore). are produced for records of damaged items. Location Maps of landscape items based on sub -meter accurate GPS records taken during Assessment site visits, with numbered landscape item locations shown on aerial photos of property, are included. Maps are the most defensible visual evidence to verify items in this project. Land Improvements Damage: Site Inspection and verification for land improvements usually including. but not limited to: Irrigation systems, lake banks, soil grades, slopes, storm water management systems, boardwalks, sidewalks, fencing, benches, trails. Specific items or categories of items to be inspected must be named and identified in a general map of property prior to start of work. Land Improvements Damage Worksheets listing the item locations, pre -damage conditions, size and type data for damages reporting, damage percentage due to named event, recommended restoration actions (i.e. remove, reset, restore). are produced for records of damaged items. Earth Advisors' chosen professional Engineer will be utilized in review and report production where necessary (for items requiring engineer confirmation and verification), as agreed to by Client, to confirm items, values and restoration plan based on claim preparation requirements. Location Maps of land improvement items based on sub -meter accurate GPS records taken during Evaluation site visits, with numbered item locations shown on aerial photos of property, are included. Maps are the most defensible visual evidence to verify items in this project. 3. Report: Produce Landscape and Land Improvements Damages 'Verification Report stating methodology, summary of results. Damaged Items Worksheets, Damage Location Maps, and opinions for Damage Quantities and Volumes and Loss Values (based an national standard valuation methods). In Support, permitting, Restoration Plans. and As Built Plans of record issues related to restoration can be included in Report if necessary as part of evidence for the claim valuation. This Report will be the work product for this project. 4. Expert Witnessing: If this claim requires Expert Witnessing for defense of claimed.reported damages beyond the Landscape and Land Improvements Damage Verification Report, these services are available through a separate contract with Landscape Economics LLC, John A. Harris, Principal and Landscape Economist. Expert Witnessing is a service requiring separation from the regular work of Earth Advisors, Inc. Our Consultants are trained Landscape Damage Assessment TeamT" members, being trained Tree and Landscape Appraisers, Qualified Tree Risk Assessors, Certified Landscape Inspectors, Certified Foresters, andior Certified Arborists. We require a nonrefundable initial retainer payment of S ,000 and signing of'this Contract to begin work. We bill bi-weekly or monthly based on itemized Work Logs during project and project costs (materials and supplies, travel costs), with credit of the retainer in final invoice. Any additional work beyond included items requires additional Contract. Payment for all work in full, with possible additional retainer, required prior to any depositions or court testimonies. If payment is not current in full as contracted herein, we have the right to refuse requests for additional work and any testimony without any liability for any effects itt this matter. Total estimated price for work as described herein Earth Advisors Inc. is staffed by professional Foresters, Arborists, Horticulturists, and Landscape Inspectors. We utilize associates with expertise in their fields to provide the most accurate, efficient and useful information available to clients. We stand behind our work and can additionally answer any questions or fulfill needs for additional information or services. We are only liable in our work up to the value of our contract as stated herein. If and when a challenge, Daubert or otherwise, is brought against our work, we are to be notified immediately and paid to attend any meeting or trial regarding that challenge. Client is responsible for timely payment. Any billing over 30 days past due will be charged 1.5 percent interest per month up to date of payment. Ail reasonable collection costs. legal fees and court costs to gain payment are payable by client to Earth Advisors Inc. Signature below accepts this proposal and authorizes work as stated.
