HomeMy WebLinkAboutExhibitCERTIFICATION AND DECLARATION OF RESULTS FOR THE RUN-OFF ELECTION HELD ON NOVEMBER 21, 2017 STATE OF FLORIDA ) MIAMI-DADE COUNTY ) CITY OF MIAMI ) I, Todd B. Hannon, City Clerk of the City of Miami, Florida, do hereby certify that all necessary legal steps were taken in connection with the conduct of the City of Miami's Run -Off Election held on November 21, 2017, including, though not limited to, the following: I. On Thursday, November 16, 2017: A. Commencing at approximately 10:00 a.m. the Miami -Dade County Supervisor of Elections conducted a logic and accuracy test of the touch screen and optical scan voting systems to be used for vote -by -mail, early voting and precinct ballots for the candidates to be voted upon at the November 21, 2017 Run -Off Election. B. A member from the City of Miami's Canvassing Board compared the test results with the predetermined totals for each candidate and pursuant to the requirements established in Section 101.5612, Florida Statutes, observed the performance and results of all required tests and verified the correctness of the programs and equipment. II. On Friday, November 17, 2017 through Tuesday, November 21, 2017: On Friday, November 17, 2017, the Miami -Dade County Supervisor of Elections conducted the pre -count logic and accuracy test of the optical scan system used for vote -by -mail and provisional ballots. Additionally, at approximately 10:00 a.m., a majority of the City of Miami's Canvassing Board was in attendance to approve the commencement of vote -by -mail ballot opening, processing and duplication. The task of vote -by -mail ballot opening, processing and duplication was continued on an as needed basis until Tuesday, November 21, 2017. III. On Tuesday, November 21, 2017 through Monday, November 27, 2017: On Tuesday, November 21, 2017, at 6:00 p.m., the City of Miami's Canvassing Board met to canvass presumed invalid vote -by -mail ballots. After the completion of this task, the tabulation of election results was finalized and the Miami -Dade Page 1 of 3 County Supervisor of Elections presented me with the UNOFFICIAL election results for the November 21, 2017 Run -Off Election. Per Section 101.048(1), Florida Statutes, persons casting provisional ballots have the right to present written evidence supporting his or her eligibility to vote to the Supervisor of Elections by no later than 5:00 p.m. on the second day following the election. The deadline to provide said evidence was Thursday, November 23, 2017. On Monday, November 27, 2017, provisional ballots were canvassed by the City of Miami's Canvassing Board. After the canvassing of provisional ballots was completed, I received the certified OFFICIAL election results for the November 21, 2017 Run -Off Election. IV. I further certify that on Thursday, November 16, 2017, two (2) sets of documents containing all of the results of the Logic and Accuracy Tests validated that the tabulating equipment was functioning correctly and that said documents were signed off by the Miami -Dade County Supervisor of Elections and City Clerk. These documents were then placed in a sealed canvass bag under seal number 00751397. On Tuesday, November 21, 2017, the sealed canvass bag was opened and one (1) set of documents was retained by the Supervisor of Elections and the other set retained by the City Clerk. V. I further certify and declare that the results of the nonpartisan City of Miami Run -Off Election held on November 21, 2017, are as follows: CITY OF MIAMI RUN-OFF ELECTION - NOVEMBER 21, 2017 ELECTION DAY EARLY VOTING TOTAL VOTES % OPTICAL SCAN IVO VOTE -BY- MAIL OPTICAL SCAN IVO PROVI- SIONAL PRECINCTS COUNTED 17 100.00 REGISTERED VOTERS - TOTAL 30,338 BALLOTS CAST - TOTAL 4,587 1,486 0 2,408 692 0 1 VOTER TURNOUT - TOTAL 15.12 COMMISSIONER — DISTRICT 3 Joe Carollo 2,409 52.76 688 0 1,346 374 0 1 Alfonso "Alfie" Leon 2,157 47.24 791 0 1,048 318 0 0 Over Votes 1 0 0 1 0 0 0 Under Votes 20 7 0 13 0 0 0 Page 2 of 3 VI. I further certify and declare that Joe Carollo received more than 50 percent plus one of all votes cast and is hereby declared to have been elected as Miami City Commissioner for District 3. VII. On Tuesday, November 28, 2017: At approximately 2:00 p.m. the Miami -Dade County Supervisor of Elections conducted a post -election manual audit at the Elections Department located at 2700 NW 87th Ave according to Florida Division of Elections Rule 1S-5.026. The audit entailed audit teams from the Elections Department manually counting the ballots cast for a randomly selected precinct within the District 3 race. At the completion of the audit on Tuesday, November 28, 2017, I received the voting system post- election audit report.
