SUBJECT: $50,000 from District 2 Anti -
Poverty fund to Thelma Gibson Health
Initiative, Inc.
BACKGROUND
The City of Miami ("City") created the Anti -Poverty Initiative to address poverty and focus on providing
support to its residents.
Thelma Gibson Health Initiative, Inc. (the organization) focuses on building healthy minds and bodies.
This includes bridging the gaps in health education, job training and social skills, leading to obtaining and
keeping affordable housing. The organization's primary goal is reducing and stopping poverty, crime and
violence. The Anti -Poverty allocation would be utilized to support the organization's model of health and
social services support, life skills and social skill development, and money management skills necessary
for affordable housing and living within the community for at -risk residents. This program utilizes care
coordination, culinary skills training, literacy support and incentive based behavior motivation to provide
high risk families, parents and youth, who lack foundational resource support, an array of educational and
social skills enrichment opportunities while providing vocational completion certificates to obtain
sustainable jobs within the community. In addition, this program assists with employability and housing
placement upon graduation. Participants are instructed in activities which improve their quality of life and
ultimately promote lasting changes in behaviors.
As they are familiar with the needs of the community and requirements imposed by the City, it would be
advantageous to the City to expedite the allocation and waive procurement requirements at this time.
Providing these funds to the organization will allow more citizens to obtain these services immediately,
with no added time for the procurement process, which could take over 30-40 days.
RECOMMENDATION
In light of the above stated, approval of a waiver of the formal requirements of competitive sealed bidding
methods as not being practicable or advantageous to the City as set forth in the City Code of Ordinances, as
amended, specifically Section 18-85 (A), and the affirmation of these written findings and the forwarding of
the same to the City Commission for ratification by a four -fifths vote is respectfully requested.
