Fire has purchased Airhawk Exhaust Systems from Garrison Mechanical Service Corporation ("Garrison"), which have been installed within Fire Stations 1 through 10. An additional Airhawk Exhaust System will be installed within Fire Station 12, pursuant to Sole Source #16-17-020, from Garrison. Garrison is the only vendor authorized to install or service Airhawk Exhaust Systems within southeastern Florida. Regularly scheduled maintenance, and unscheduled repairs are necessary to ensure that the Airhawk Exhaust Systems continue to protect the City's Fire Personnel from toxic exhaust fumes. There is currently no contract in place for these services. Research Conducted: The market research conducted in relation to this issue included internet searches, direct communication with the equipment manufacturer and outreach to Miami -Dade County's Fire Rescue Dept. Airhawk Exhaust Systems are manufactured in Cincinnati, OH by MagneGrip Group. They are sold through a three -tiered distribution system, through Rossman Enterprises, Inc. d/b/a Clean Air Concepts, which is the regional distributor and finally, Garrison, which is the only authorized dealer that serves southeastern Florida. There is one other authorized retailer / installer within the State of Florida, McDonald Air & Sheet Metal, Inc., but, this vendor's activities are restricted to the north and central Florida areas. Any work on Airhawk Exhaust Systems performed by unauthorized technicians, or using unauthorized parts will void the manufacturer's warranty, Recommendation: Procurement recommends the approval of Fire's request to enter into contract with Garrison for the maintenance and repair of the Airhawk Exhaust Systems. This will allow Fire to protect the firefighters from harmful vehicle exhaust, and protect the City's investment in these Airhawk Exhaust Systems by keeping them in proper working order, and thereby extending their useful lives.
