A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO EXECUTE A COLLABORATION
AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, BETWEEN
MIAMI-DADE COUNTY, THE CITY OF MIAMI ("CITY"), THE CITY OF NORTH
MIAMI, THE CITY OF HIALEAH, THE HIALEAH HOUSING AUTHORITY, THE
CITY OF MIAMI GARDENS, THE CITY OF MIAMI BEACH, AND THE HOUSING
AUTHORITY OF THE CITY OF MIAMI BEACH FOR THE 2020-2025
ASSESSMENT OF FAIR HOUSING FOR THE PERIOD FROM OCTOBER 1,
2020 TO SEPTEMBER 30, 2025; AUTHORIZING THE CITY MANAGER TO
NEGOTIATE AND EXECUTE ANY AND ALL NECESSARY DOCUMENTS, IN A
FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE.
WHEREAS, the City of Miami's ("City") fair housing program is designed to affirmatively
further the fair housing objectives of Title VI of the Civil Rights Act of 1964 and Title VIII of the
Civil Rights Act of 1968; and
WHEREAS, the United Sates Department of Housing and Urban Development ("HUD")
has adopted an Assessment Tool that is designated for use by local governments required to
submit consolidated plans under HUD's Consolidation Plan regulations, codified in 24 CFR Part
91; and
WHEREAS, the Assessment Tool is intended to encourage regional Assessments of
Fair Housing conducted by collaborations between local governments, public housing
authorities, and other partners to affirmatively further affordable housing across jurisdictional
boundaries; and
WHEREAS, a regional Assessment of Fair Housing ("AFH") submission will provide
additional flexibility to respond to regional trends and avoid unnecessary duplication of efforts in
planning, data collection, and implementation; and
WHEREAS, the completion of the AFH is required by HUD as a condition for receiving
federal funding; and
WHEREAS, the City Administration recommends the execution of a Collaboration
Agreement, in substantially the attached form, between Miami -Dade County, the City, the City of
North Miami, the City of Hialeah, the Hialeah Housing Authority, the City of Miami Gardens, the
City of Miami Beach, and the Housing Authority of the City of Miami Beach for the 2020-2025
AFH for the period from October 1, 2020 to September 30, 2025;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:

Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized' to execute a Collaboration Agreement, in
substantially the attached form, between Miami -Dade County, the City, the City of North Miami,
the City of Hialeah, the Hialeah Housing Authority, the City of Miami Gardens, the City of Miami
Beach, and the Housing Authority of the City of Miami Beach for the 2020-2025 AFH for the
period from October 1, 2020 to September 30, 2025.
Section 3. The City Manager is authorized1 to negotiate and execute any and all
necessary documents, in a form acceptable to the City Attorney, for said purpose.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
