HomeMy WebLinkAboutResolutionCity of Miami Resolution Legislation City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 3387 Final Action Date: 12/14/2017 A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY MANAGER TO IMMEDIATELY CONDUCT A NATIONWIDE SEARCH FOR QUALIFIED CANDIDATES FOR THE POSITION OF THE NEXT CITY MANAGER; FURTHER DIRECTING THAT A LIST OF THE TOP SIX (6) QUALIFIED FINALISTS BE PROVIDED TO THE MAYOR FOR CONSIDERATION IN HIS APPOINTMENT IN THE MOST EXPEDITIOUS MANNER POSSIBLE. SPONSOR(S): Commissioner Joe Carollo WHEREAS, City Manager Daniel Alfonso has announced that he will resign as City Manager of the City of Miami ("City") no later than January 2, 2017; and WHEREAS, Section 4(g)(6) of the City Charter provides that "In the event of a vacancy in the office of City Manager, the Mayor shall appoint the City Manager, subject to the approval within 14 days of a majority of the City Commissioners then in office"; and WHEREAS, pursuant to Section 4(a) of the City Charter, the City operates under a "Mayor -City Commissioner plan" form of government wherein the City Manager serves as Chief Administrative Officer; and WHEREAS, Section 16 of the City Charter conveys broad powers and discretion to the City Manager to conduct the normal affairs of the City including, but not limited to, the following: • See that the laws and ordinances are enforced. • Appoint the Chief of Police. • Appoint and remove, except as otherwise provided in this Charter, all directors of the departments and all subordinate officers and employees in the departments in both the classified and unclassified service; all appointments to be upon merit and fitness alone, and in the classified service all appointments and removals to be subject to the civil service provisions of this Charter. • Exercise control over all departments and divisions created herein or that may be hereafter created by the City Commission. • Attend all meetings of the City Commission with the right to take part in the discussion but having no vote. • Recommend to the mayor and City Commission for adoption such measures as the City Manager may deem necessary or expedient. WHEREAS, the new City Manager will be in charge of a total adopted operating budget that exceeds one billion dollars and will supervise approximately 4,200 employees; and WHEREAS, while the City is presently on stable and solid ground there are indications that the future may present some challenges for the City and its finances; and City of Miami Page 1 of 2 File ID: 3387 (Revision:) Printed On: 1/30/2025 File ID: 3387 Enactment Number: WHEREAS, the City will need a strong City Manager to navigate the City through the pending difficulties on the horizon; and WHEREAS, a nationwide search will provide for a transparent process for the citizens of of the City; and WHEREAS, selection of a City Manager is perhaps the most important decision that local elected officials will make for their community; and WHEREAS, the City Commission finds that it is in the best interest of the City to conduct a nationwide search to fill the vacancy of the Office of City Manager as expeditiously as possible; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is directed to immediately conduct a nationwide search for qualified candidates for the position of the next City Manager. Section 3. The City Commission further directs that a list of the top six (6) qualified finalists be provided to the Mayor for consideration in his appointment in the most expeditious manner possible. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.'
