HomeMy WebLinkAboutR-17-0530City of Miami Resolution R-17-0530 Legislation City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 3042 Final Action Date: 11/16/2017 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), APPROVING THE ALLOCATION FOR PROGRAM YEAR 2017-18 AND 2018-19 HOUSING OPPORTUNITIES FOR PERSONS WITH AIDS PROGRAM SHORT TERM RENTAL, UTILITY, AND MORTGAGE ASSISTANCE FUNDS IN THE AMOUNT OF $800,000.00, AS SPECIFIED IN ATTACHMENT "A," ATTACHED AND INCORPORATED, TO PROVIDE SHORT TERM RENT, MORTGAGE, AND UTILITY ("STRMU") ASSISTANCE TO LOW-INCOME INDIVIDUALS LIVING WITH HIV/AIDS; AUTHORIZING THE CITY MANAGER TO EXECUTE ANY AND ALL NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE. WHEREAS, the Housing Opportunities for Persons with AIDS ("HOPWA") Program was created under the AIDS Housing Opportunity Act and revised under the Housing and Community Development Act of 1992; and WHEREAS, the objective of the HOPWA program is to address the housing needs of eligible persons associated with the challenges of living with HIV/AIDS, and as part of accomplishing that goal, provides Short Term Rental, Mortgage, and Utility ("STRMU") assistance to prevent the homelessness of tenants or mortgagors, and their families, when facing the loss of their current housing arrangements through pending eviction, foreclosure, or the termination of utilities due to non-payment of these expenses; and WHEREAS, since 1994, the City of Miami ("City") has received HOPWA Program funds from the United States Department of Housing and Urban Development ("HUD") and has been responsible for the implementation of programs designed to provide housing and related services to individuals living with HIV/AIDS in the City and throughout Miami -Dade County; and WHEREAS, the AIDS Community has expressed the need to continue to offer the STRMU program due to the current economic conditions resulting in high unemployment in the community; and WHEREAS, on February 21, 2017, one (1) agency submitted an application in response to a Request for Proposal to administer the STRMU program resulting in the selection of Sunshine for All, Inc., a Florida not for profit corporation ("Sunshine for All"); and WHEREAS, the City Administration recommends the allocation for Program Year 2017- 18 and 2018-19 HOPWA STRMU assistance funds in the amount of $800,000.00, as specified in Attachment "A," attached and incorporated, to provide STRMU assistance to low-income individuals living with HIV/AIDS; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: City of Miami Page 1 of 2 File ID: 3042 (Revision:) Printed On: 3/25/2025 File ID: 3042 Enactment Number: R-17-0530 Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The allocation for Program Year 2017-18 and 2018-19 HOPWA STRMU assistance funds in the amount of $800,000.00, as specified in Attachment "A," attached and incorporated, to provide STRMU assistance to low-income individuals living with HIV/AIDS, is approved. Section 3. The City Manager is authorized' to negotiate and execute any and all necessary documents, in a form acceptable to the City Attorney, for said purpose. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: ndez, ity Attor 1 The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted.
