Purpose of Item:
APPROVING A CHANGE IN THE PROJECT BASED OPERATING SUPPORT
ALLOCATION OF PROGRAM YEAR 2017-2018 OF HOUSING OPPORTUNITIES FOR
PERSONS WITH AIDS ("HOPWA") PROGRAM FUNDS, AS SPECIFIED IN
ATTACHMENT "A," ATTACHED AND INCORPORATED, AUTHORIZING THE CITY
MANAGER TO EXECUTE ANY AND ALL THE NECESSARY DOCUMENTS, IN A
FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE.
Background of Item:
On June 22, 2017, pursuant to R-17-0296 the City Commission approved the allocation
of Program Year 2017-2018 of HOPWA program funds in the projected amount of
$11,561,671 which included an amount of $100,910 in Project Based Operating
Support.
The funding where based on historical allocations, rather than pro -rated share of the
units.
It is the desire of the Department to change the allocations' methodology to provide
equal allocation per units.
The City Administration recommends the change in the Project Based Operating
Support for Program Year 2017-2018 HOPWA funds, as specified in Attachment "A",
attached and incorporated.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
APPROVING A CHANGE IN THE PROJECT BASED OPERATING SUPPORT
ALLOCATION OF PROGRAM YEAR 2017-2018 HOUSING OPPORTUNITIES FOR
PERSONS WITH AIDS ("HOPWA") PROGRAM FUNDS, AS SPECIFIED IN
ATTACHMENT "A," ATTACHED AND INCORPORATED; AUTHORIZING THE CITY
MANAGER TO EXECUTE ANY AND ALL NECESSARY DOCUMENTS, IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, FOR SAID PURPOSE.
WHEREAS, on June 22, 2017, pursuant to Resolution No. 17-0296, the City
Commission approved the allocation of Program Year 2017-2018 of Housing Opportunities for
Persons With AIDS ("HOPWA") program funds in the projected amount of $11,561,671 .00
which included an amount of $100,910.00 in Project Based Operating Support; and
WHEREAS, the funding was based on historical allocations rather than a pro -rated
share of the units; and
WHEREAS, it is the desire of the Department of Community and Economic
Development ("Department") to change the allocations' methodology to provide equal allocation
per units; and
WHEREAS, the City Administration recommends the change in the Project Based
Operating Support for Program Year 2017-2018 HOPWA funds, as specified in Attachment "A,"
attached and incorporated;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The change in the Project Based Operating Support Allocation of Program
Year 2017-2018 HOPWA program funds, as specified in Attachment "A," attached and
incorporated, are approved.
Section 3. The City Manager is authorized' to execute any and all necessary
documents, in a form acceptable to the City Attorney, to implement acceptance of said funds.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.

2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
