RECOMMENDATION:
Based on the below findings, the Department of Procurement (Procurement) hereby requests
approval to negotiate with the responsive and responsible Proposer, Pre -Paid Legal Services, Inc.
of Florida dba LegalShield (LegalShield), in accordance with Request for Proposals (RFP) No.
616390, Section 3.17, Evaluation/Selection Process and Contract Award.
BACKGROUND:
On March 13, 2017, Procurement, on behalf of the Risk Management Department (Risk), issued
RFP No. 616390 under full and open competition, to obtain proposals from experienced and
qualified group legal services and identity theft services firms. Currently, the City does not have
these services available.
On April 10, 2017, one (1) proposal was received by the City's Office of the Clerk (Clerk). The
Clerk's Bid Security List is attached hereto. Subsequently, the proposal was reviewed by
Procurement staff to ascertain compliance with the submission requirements of the solicitation.
The Evaluation Committee (Committee) met on May 24, 2017 to review and evaluate the proposal
following the guidelines and technical and price criteria published in the solicitation. The Committee
scored the proposal based on the evaluation criteria detailed in the solicitation.

The Committee determined that an Oral Presentation was needed in order to clarify questions and
concerns in relation to LegalShield's proposal.
The CommittQe met on June 5, 2017 for the Oral Presentation; LegalShield did not attend the
meeting due to internal scheduling conflicts.
The Committee re -scheduled the Ora! Presentation and met on June 21, 2017. LegalShield was
granted twenty (20) minutes to make their presentation based on the questions posed by the
Committee, which were provided prior to the meeting, No material changes to the proposal was
authorized. The Committee followed up with twenty (20) minutes of questions. Afterwards, the
Committee re-sccred the proposal. The final score is as follows:

NEGOTIATIONS:
The Committee recommends that the City enter into negotiations with LegalShield.
:hstanding the foregoing, the Committee further recommends and requests approval, that in
the event the City and LegalShield are unable to reach an agreement, negotiations with
LegalShield will be terminated,. and the City may re -solicit for the services.

CONSENSUS STATEMENT:
The Committee determined that LegalShield has the required qualifications, years of experience,
and capability to provide both group legs! services, and identity theft services, which meet the
needs of the City. LegalShield is making available, two (2) law firms in South Florida, and the
personnel to adequately handle implementation and service. Additionally, if an employee finds the
lawyer is not a good fit, the employee has the option to change to another lawyer from another law
firm on retainer. City employees will have the option to choose either service, or both services.
LegalShield will pledge $5,000,000.00 or more in order to restore an employee's identity to pre -
theft status. LegalShieldrs proposed prices are lower than the standard market value of similar
services, however, will be negotiated.
Copies of the score sheets for each Committee member are attached, as well as a composite
score sheet.
