SUBJECT: Recommendation for Award of a Contract for
Citywide Group Legal Services and Identity Theft Services

Recommendation
Based on the findings below, the Department of Procurement (Procurement) hereby recommends approval
to award Contract No. RFP 616390, to LS, Inc. dba LegalShield, Inc. (LegalShield) for the provision of
Citywide Group Legal Services and Identity Theft Services. Currently there are no similar services in place
for City employees.
Background
On March 13, 2017, the Risk Management Department (Risk), through Procurement, issued a solicitation
for Group Legal Services and Identity Theft Services, under full and open competition. On April 17, 2017,
the Office of the City Clerk received one (1) proposal in response to the RFP. Accordingly, on May 24,
2017, the Evaluation Committee met and completed the evaluation and ranking of the responsive and
responsible proposal following the guidelines and criteria published in the RFP.
Subsequently, a Negotiations Team, comprised of Risk and Procurement personnel, met on July 21, 2017.
As a result of the negotiations, the team negotiated Legal Shield National Plan, for a discount of 4.5 percent
on the bi-weekly rates for the Group Legal Services, in addition to a 24.5 percent discount on the bi-weekly
individual rates, and 14.8 percent discount on the bi-weekly family rates for Identity Theft Services.
LegalShield also agreed to guarantee these negotiated rates for the five (5) years of the Contract, which
includes the option to renew and any extension periods.
Accordingly, Procurement hereby recommends award of a Contract with LegalShield for Citywide Group
Legal Services and Identity Theft Services. Your signature below will indicate approval of this
recommendation.
