Subject: Execute Joint Participation Agreement - Little Haiti Trolley Service
Purpose of Item:
To authorize the City Manager to execute a Joint Participation Agreement with the
Florida Department of Transportation for the State of Florida's contribution, in the
amount of $400,000.00 for operating costs associated with the Little Haiti Trolley
service. Matching funds in the amount of $400,000.00 are to be allocated from the
City's share of the Transit Surtax.
Background of Item:
In an effort to reduce vehicular congestion, improve pedestrian mobility, and enhance
transit service in the community, the City is proposing the Little Haiti Route. The loop
will run from NE/NW 36 Street to NE/NW 84 Street along NE 2 Avenue and NW 2
Avenue, as well as along North 54 Street between NE 2 Avenue and NW 2 Avenue, to
include a brief loop from NE 2 Avenue to Biscayne Boulevard along NE 61 Street and
NE 62 Street, with stops at several cultural, commercial and recreational institutions,
including the Little Haiti Cultural Center, Caribbean Marketplace, Little Haiti Soccer
Park, Design District, MiMo/Biscayne Boulevard Historic District, the Shops at Midtown
Miami, and several other Caribbean shops and restaurants situated along the route.
The Little Haiti Trolley will make connection with the existing Biscayne Trolley and
Wynwood Trolley.
The Florida Department of Transportation has programmed $400,000.00 of State of
Florida funds for operating costs associated with the Little Haiti Trolley service. The City
is required to provide an equivalent match and enter into a Joint Participation
Agreement for said purpose. Matching funds are available from the City's share of the
Transit Surtax.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO EXECUTE A JOINT PARTICIPATION
AGREEMENT, IN SUBSTANTIALLY THE ATTACHED FORM, BETWEEN THE CITY
OF MIAMI ("CITY") AND THE FLORIDA DEPARTMENT OF TRANSPORTATION,
ACCEPTING THE STATE OF FLORIDA'S CONTRIBUTION IN THE AMOUNT OF
$400,000.00 FOR OPERATING COSTS ASSOCIATED WITH THE LITTLE HAITI
TROLLEY SERVICE; AUTHORIZING THE ALLOCATION OF THE CITY'S REQUIRED
MATCHING FUNDS IN THE AMOUNT OF $400,000.00 FROM THE CITY'S SHARE
OF THE TRANSIT SURTAX.
WHEREAS, in an effort to reduce vehicular congestion, improve pedestrian mobility, and
enhance transit service in the Little Haiti area and the surrounding area, the City of Miami
("City") proposes the addition of the Little Haiti Trolley route to the City's Trolley program; and
WHEREAS, the proposed route runs from Northeast/Northwest 36 Street to
Northeast/Northwest 84 Street along Northeast 2 Avenue and Northwest 2 Avenue, as well as
along Northeast/Northwest 54 Street between Northeast 2 Avenue and Northwest 2 Avenue, to
include a brief loop from Northeast 2 Avenue to Biscayne Boulevard along Northeast 61 Street
and Northeast 62 Street, Miami, Florida; and
WHEREAS, the route stops at several cultural, commercial, and recreational institutions,
including the Little Haiti Cultural Center, Caribbean Marketplace, Little Haiti Soccer Park, Design
District, MiMo/Biscayne Boulevard Historic District, the Shops at Midtown Miami, and several
other Caribbean shops and restaurants located in the immediate area; and
WHEREAS, the Little Haiti Trolley will connect its passengers to two (2) existing Miami
Trolley routes, the Biscayne Trolley route and the Wynwood Trolley route; and
WHEREAS, the Florida Department of Transportation ("FDOT") has programmed
$400,000.00 of State of Florida funds for operating costs associated with the proposed Little
Haiti Trolley service; and
WHEREAS, the City is required to provide an equivalent match and enter into a Joint
Participation Agreement ("JPA"), in substantially the attached form, for said purpose; and
WHEREAS, the City's matching funds, in the amount of $400,000.00, are to be allocated
from the City's share of the Transit Surtax;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized to execute a JPA, in substantially the
attached form, between the City and FDOT, accepting the State of Florida's contribution, in the
amount of $400,000.00, for the operating costs associated with the Little Haiti Trolley service.
Section 3. The allocation of the City's matching funds, in the amount of $400,000.00,
from the City's share of the Transit Surtax is authorized'.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
