Pre -Storm Preparations
• Pre -storm planning - May, June, July 2017 with all contracted companies to
review duties, staging sites, geographical assignments and operations
• Annual training and refresher for City staff on FEMA requirements regarding
storm road clearance (push) and debris removal
• Equipment and SOP review/update by Fire, SW and PW
• Debris Management Sites (DMS) certification by FDEP received July 2017
• City Mini -Dump Facility remained open to the public
• Garbage and recycling collection continued throughout the week before

Initial Challenges
• Shortage of available equipment due to Hurricanes Harvey and Irma
• Delays due to safety concerns and down utilities
• Contractors' demand for contract and rate adjustments statewide
— Old collection/hauling price: $7.22 per cubic yard
— Adjusted collection/hauling price: $15.00 per cubic yard
• Certification: Environmental Sampling/Clearance of DMS by MDC RER (DERM)
• Resources/Equipment
— Slow engagement of local sub -contractors
— Certification of trucks by Tetra Tech
— Loss of Certified Trucks to other Cities
• Tree Assessment:
— Planning Department: identify trees for salvage, re -staking and support

Post -Storm Debris Recovery Efforts
• Initial delay in commencing post -storm operations
— September 14th: City Operations resumed (MDC Central Transfer Station resumed same day)
— September 14th: City resumed garbage collection (MDC Resource Recovery Facility resumed
same day)
— September 18th: City resumed residential recycling operations (Progressive Waste Recycling
Processing plant was closed for one full week post -storm)
• Contractors mobilized to City on September 11th
• Contractors and Consultant monitors fully mobilized and operations started
1st Push: Required Road/Street Clearance
— All -Clear issued and 1st Push from September 11th to 15th (1st week, post -storm)
