INVITATION FOR BID ("IFB") CONTRACT NO. 274253 AND TO ACCESS ANY
ADDITIONAL GOVERNMENT CONTRACTS FOR EMERGENCY DEBRIS REMOVAL
SERVICES, AS DEEMED NECESSARY, WITHOUT THE NEED FOR FURTHER CITY

WHEREAS, it is necessary to take rapid measures to eliminate immediate threats to the
life, health, and safety of residents and employees; eliminate immediate threats to undamaged
property; and ensure economic recovery to the City of Miami ("City") and the community; and
WHEREAS, in furtherance of such efforts, the City Manager seeks the need to add
qualified vendors to the City's existing Emergency Debris Removal and Disposal Services
Invitation for Bid ("IFB") Contract No. 274253 and access to any additional government
contracts for emergency debris removal services, as deemed necessary, without the need for
further City Commission approval, to meet the immediate needs and provide health, safety, and
welfare for the City and its residents and employees; and
WHEREAS, the City Manager is seeking authority to go above the fair market rates,
when deemed necessary, to address these important issues and expedite the recovery of the
City;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated herein as if fully set forth in this Section.
Section 2. Pursuant to Sections 2-33 of the Code of the City of Miami, Florida, as
amended, by unanimous affirmative vote of the City Commission, the City Manager is
authorized, for the duration of the City's emergency needs or for the assistance of City residents
related to removal of debris in efforts to recover from Hurricane Irma, to add qualified vendors to
the existing Emergency Debris Removal and Disposal Services IFB Contract No. 274253 and to
access any additional government contracts for emergency debris removal services, as deemed
necessary, without the need for further City Commission approval to protect the life, health,
welfare, and safety of City visitors, residents, and property.
Section 3. The City Manager is further authorized to go above the fair market rates,
when deemed necessary, to address these important issues and to expedite the recovery of the
City.
Section 4. The City Manager is further authorized1 to execute any and all contracts and
agreements, in a form acceptable to the City Attorney, to implement this Resolution.
Section 5. Funds are to be allocated from accounts to be identified by the City Manager
subject to budgetary approval.
Section 6. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
