Purpose of Item:
A resolution of the Miami City commission authorizing the City Manager to accept grant
funds from the South Florida Workforce Investment Board D/B/A Career Source South
Florida ("SFWIB") in a total amount not to exceed $225,000.00 ("Grant") to carry -out
the Career Source South Florida Employ Miami -Dade Initiative; establishing a new
special revenue project entitled: "CSSF Employ Miami -Dade Initiative" to accept the
grant and appropriating the grant in an amount not to exceed $225,000.00; further
authorizing the city manager to negotiate and execute cost reimbursement grant
agreement with SFWIB, in substantially the attached form, for the period commencing
October 1, 2017 through June 30, 2018, with the option to renew for two (2) additional
one (1) year terms at the same not to exceed amounts and the same terms and
conditions.
Background of Item:
In accordance to the One Community One Goal Program, SFWIB has partnered with
several local agencies to offer certification training to help put eligible Miami -Dade
County residents to work.
The goal of this initiative is help reduce joblessness by connecting those who need
workers with workers who need jobs. Employ Miami -Dade will ensure that everyone in
our community has the opportunity to benefit from our overall prosperity by providing
training for specific trades and industries.
Performance outcomes for the 2016-2017 Employ Miami Dade Project training cohorts
were as follows:

A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE CITY
MANAGER TO ACCEPT GRANT FUNDS FROM THE SOUTH FLORIDA
WORKFORCE INVESTMENT BOARD D/B/A CAREER SOURCE SOUTH FLORIDA
("SFWIB") IN A TOTAL AMOUNT NOT TO EXCEED $225,000.00 ("GRANT") TO
UNDERTAKE THE CAREER SOURCE SOUTH FLORIDA EMPLOY MIAMI-DADE
INITIATIVE "CSSF EMPLOY MIAMI-DADE INITIATIVE" AT THE CITY OF MIAMI
CAREER CENTER ("CENTER"); ESTABLISHING A NEW SPECIAL REVENUE
PROJECT ENTITLED "2017-2018 CSSF EMPLOY MIAMI-DADE" TO ACCEPT AND
APPROPRIATE THE GRANT IN AN AMOUNT NOT TO EXCEED $225,000.00;
FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE A
COST REIMBURSEMENT GRANT AGREEMENT ("AGREEMENT"), IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, WITH SFWIB FOR THE PERIOD
COMMENCING OCTOBER 1, 2017 AND ENDING JUNE 30, 2018 WITH THE
OPTIONS TO RENEW FOR TWO (2) ADDITIONAL LIKE PERIODS AT THE SAME
NOT -TO -EXCEED AMOUNTS UNDER THE SAME TERMS AND CONDITIONS FOR
THE CENTER, SUBJECT TO BUDGETARY APPROVAL AT TIME OF NEED;
FURTHER AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE
ALL OTHER NECESSARY DOCUMENTS INCLUDING BUT NOT LIMITED TO
AMENDMENTS, EXTENSIONS, RENEWALS, AND MODIFICATIONS TO THE
AGREEMENT, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO
IMPLEMENT THE ACCEPTANCE OF AND COMPLIANCE WITH THE GRANT
AWARD FOR SAID PURPOSES.
WHEREAS, the South Florida Workforce Investment Board ("SFWIB"), a governmental
agency and instrumentality of Miami -Dade and Monroe -Counties, has previously provided
funding to the City of Miami's ("City") Career Center ("Center"), which provides an integrated
menu of workforce and training services to job seekers including core/staff assisted services,
intensive services to unemployed workers, and training services to eligible individuals with the
goal of job placement; and
WHEREAS, the Center also provides services to business clients and local companies
such as conducting specialized recruitment events, listing job openings in the State of Florida's
system, providing information regarding on-the-job and paid -work experience programs,
assisting in downsizing situations, and matching job seekers to employers' needs; and
WHEREAS, SFWIB implemented the Career Source South Florida Employ Miami -Dade
initiative ("CSSF Employ Miami -Dade Initiative") at the Center to reduce joblessness by
providing the skills and training necessary to local talent in the fields and areas of high
employment growth in Miami -Dade County; and
WHEREAS, on August 17, 2017, SFWIB notified the City that it had approved an
allocation in an amount not to exceed $225,000.00 ("Grant") for the Center to fund staff to
undertake the CSSF Employ Miami -Dade Initiative; and
WHEREAS, the City Administration is requesting that the City Commission authorize the
City Manager to negotiate and execute a cost reimbursable grant agreement ("Agreement"), in a
form acceptable to the City Attorney, with SFWIB to undertake the CSSF Employ Miami -Dade
Initiative for a period commencing October 1, 2017 and ending June 30, 2018, with the option to
renew for two (2) additional one (1) year terms at the same not -to -exceed amounts and the
same terms and conditions; and
WHEREAS, the City Administration is further requesting that the City Commission
authorize the City Manager to negotiate and execute all other necessary amendments,
extensions, renewals, and modifications to the Agreement, in a form acceptable to the City
Attorney, to implement the acceptance of and compliance with the Grant award for said
purposes;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA;
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized' to accept the Grant from SFWIB to
undertake the CSSF Miami -Dade Initiative at the Center.
Section 3. The following new Special Revenue Project is established and resources are
appropriated as described below:
FUND TITLE: 2017-2018 CSSF Employ Miami -Dade Initiative
RESOURCES: South Florida Workforce Investment Board $225,000.00
APPROPRIATIONS: $225,000.00
Section 4. The City Manager is further authorized1 to negotiate and execute an
Agreement, in a form acceptable to the City Attorney, with SFWIB to undertake the CSSF
Employ Miami -Dade Initiative for a period commencing October 1, 2017 and ending June 30,
2018, with the option to renew for two (2) additional one (1) year terms at the same not -to -
exceed amounts and the same terms and conditions.
Section 5. The City Manager is further authorized' to negotiate and execute all other
necessary amendments, extensions, renewals, and modifications to the Agreement, in a form
acceptable to the City Attorney, to implement the acceptance of and compliance with the Grant
award for said purposes.
Section 6. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2
1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
