HomeMy WebLinkAboutR-17-0445City of Miami Resolution R-17-0445 Legislation City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 2811 Final Action Date: 9/19/2017 A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S), APPROVING THE CITY OF MIAMI ("CITY") FISCAL YEAR 2017-18 MULTI -YEAR CAPITAL PLAN AS REQUIRED PURSUANT TO THE COMMUNITY PLANNING ACT, SPECIFICALLY SECTIONS 163.3161 AND 163.3177, FLORIDA STATUTES (2017), AND PURSUANT TO CHAPTER 18/ARTICLE IX/DIVISIONS 1 AND 2 OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS AMENDED, ENTITLED "FINANCIAL/FINANCIAL POLICIES/ANTI-DEFICIENCY ACT/FINANCIAL INTEGRITY PRINCIPLES," TO SET FORTH THE CITY'S FISCAL NEEDS FOR CAPITAL IMPROVEMENTS SUBJECT TO AN ANNUAL PLAN REVIEW, DETERMINE PROJECT PRIORITIES, ADD NEW CAPITAL PROJECTS, AND MODIFY FUNDING ALLOCATIONS AS NECESSARY. WHEREAS, a capital improvement programming process to support the Comprehensive Plan is required by the Community Planning Act ("Act"), specifically Sections 163.3161 and 163.3177, Florida Statutes (2017), and pursuant to Chapter 18/Article IX/Divisions 1 and 2 of the Code of the City of Miami, Florida, as amended ("City Code"), titled "Finance/Financial Policies/Anti-Deficiency Act/Financial Integrity Principles"; and WHEREAS, the City of Miami's ("City") Fiscal Year 2017-18 Proposed Multi -Year Capital Plan ("Plan") incorporates the previous Fiscal Year 2015-16 Multi -Year Capital Plan set forth in Resolution No. 16-0393 adopted September 6, 2016, as subsequently amended by Resolution No. 16-0445 adopted September 20, 2016, Resolution No. 16-0565 adopted November 17, 2016, Resolution No. 17-0108 adopted March 9, 2017, Resolution No. 17-0206 adopted April 27, 2017, and Resolution No. 17-0316 adopted June 22, 2017; and WHEREAS, the Plan is a policy and management tool to plan municipal borrowing and indebtedness over a period of time, to establish annual expenditures within a framework of long- range fiscal requirements, and to serve as an official statement of the City's development plans; and WHEREAS, the City Commission has determined to transfer legally available funds from the District 4 Project No. 40-B30770 S.W. 22nd Avenue Median U.S. 1 to Coral Way to the District 4 Project No. 40-B30614 for Miscellaneous Street Maintenance Projects; and WHEREAS, the City Commission desires that the Plan should be further amended to include all of the applicable changes contained in the City Manager's memorandum titled "First Budget Hearing Changes Memo-FY 2017-18 Proposed Budget" regarding the Operating and Capital Budgets along with any other subsequent changes; and WHEREAS, it is in the best interests of the City to authorize, ratify, approve, and confirm certain necessary actions of the City Manager and designated City Departments in order to update the relevant financial controls, project close-outs, accounting entries, and computer systems in connection therewith and for grants in progress; City of Miami Page 1 of 2 File ID: 2811 (Revision: A) Printed On: 3/24/2025 File ID: 2811 Enactment Number: R-17-0445 NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City's Plan is approved as required by Sections 163.3161 and 163.3177, Florida Statutes, and Chapter 18/Article IX/Division 1 and 2 of the City Code to set forth the City's fiscal needs for capital improvements, subject to an annual Plan review, to determine project priorities, to add new capital projects, and to modify funding allocations, as necessary. Section 3. The Plan as presented to the City Commission, filed with the City Clerk, and posted on the City's website on July 7, 2017, and as amended on the floor is incorporated herein by reference and may be further amended to include all of the applicable changes contained in the memorandum titled "First Budget Hearing Changes Memo — FY 2017-18 Proposed Budget" regarding the City's Operating and Capital Budgets along with any other subsequent changes. Section 4. Certain necessary actions by the City Manager and designated City Departments in order to update the relevant financial controls, project close-outs, accounting entries, and computer systems in connection therewith and for grants in progress are hereby authorized, ratified, approved, and confirmed. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.'
