Resolution accepting a grant from the Federal Emergency Management Agency
("FEMA"), U. S. Department of Homeland Security ("USDHS"), Grants Program
Directorate ("GPD"), in the amount of $629,427.00 with required matching funds from
the City of Miami in the amount of $62,942.00 for a total amount of $692,369.00;
allocating the City's required matching funds from Account Number
00001.181000.896000.0000.00000.
Background of Item:
The Department of Federal Emergency Management Agency ("FEMA"), U.S.
Department of Homeland Security, Grants Management Branch, has awarded the
"Assistance to Firefighters Grant Award for Fiscal Year 2016" to the City of Miami
Department of Fire -Rescue. The grant is going to assist the Department of Fire -Rescue
in purchasing thermal imaging cameras that will allow members to quickly find victims,
locate the seat of a fire, identify structural hazards, ensure the safety and survival of
both members and residents, and reduce property loss.
The Incident Command Simulation Training ("ICST") will educate officers in a number of
areas by using City of Miami target hazards in training scenarios, where they will
function as incident commander. ICST will provide the confidence, direction and the
training needed for Miami Fire -Rescue to function seamlessly during high stress events
while also ensuring the safety and accountability of all members.
Moreover, with the support of said grant, the firefighters will be able to respond and to
assist the community during emergencies, ultimately protecting the health and safety of
Fire -Rescue personnel and the citizens.

A RESOLUTION OF THE MIAMI CITY COMMISSION ESTABLISHING A NEW
SPECIAL REVENUE PROJECT ENTITLED "ASSISTANCE TO FIREFIGHTERS
GRANT PROGRAM FISCAL YEAR 2016" AND APPROPRIATING FUNDS FOR THE
OPERATION OF SAME, CONSISTING OF A GRANT AWARDED BY THE UNITED
STATES DEPARTMENT OF HOMELAND SECURITY, FEDERAL EMERGENCY
MANAGEMENT AGENCY, GRANTS PROGRAM DIRECTORATE, IN AN AMOUNT OF
$629,427.00 WITH REQUIRED MATCHING FUNDS FROM THE CITY OF MIAMI
("CITY") IN AN AMOUNT OF $62,942.00 FOR A TOTAL AMOUNT OF $692,369.00 TO
PURCHASE THERMAL IMAGING CAMERAS AND THE INCIDENT COMMAND
SIMULATION TRAINING THAT WILL EDUCATE FIRE OFFICERS IN A NUMBER OF
AREAS FOR THE PERIOD BEGINNING JUNE 12, 2017 AND ENDING JUNE 11,
2018; ALLOCATING THE CITY'S REQUIRED MATCHING FUNDS FROM ACCOUNT
NO. 00001.181000.896000.0000.00000; AUTHORIZING THE CITY MANAGER TO
EXECUTE THE NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO THE
CITY ATTORNEY, TO IMPLEMENT ACCEPTANCE OF AND COMPLIANCE WITH
SAID GRANT.
WHEREAS, the City of Miami ("City") has been awarded a grant in the amount of
$629,427.00 for the period beginning June 12, 2017 and ending June 11, 2018 from the United
States Department of Homeland Security ("DHS"), Federal Emergency Management Agency
("FEMA"), Grants Program Directorate ("GPD"); and
WHEREAS, matching funds from the City in the amount of $62,942.00 are required as a
condition of said grant and are available from Account No. 00001.181000.896000.0000.00000;
and
WHEREAS, as stipulated in the grant award, the Department of Fire -Rescue ("Fire -
Rescue") will use said funds to purchase thermal imaging cameras and for the Incident
Command Simulation Training ("ICST"); and
WHEREAS, Fire -Rescue will use the thermal imaging cameras to quickly find victims in
burning structures, locate the seat of a fire, identify structural hazards early, and ensure the
safety and survival of both first responders and persons affected by the emergency while
reducing property loss; and
WHEREAS, the ICST will educate Fire officers by using City target hazards in training
scenarios where they will function as incident commander and will provide the confidence,
direction, and training needed for Fire -Rescue to function seamlessly during high stress events
while also ensuring the safety and accountability of all members; and
WHEREAS, it is appropriate for the City Commission to authorize the City Manager to
execute any necessary documents, in a form acceptable to the City Attorney, to implement the
acceptance of and compliance with said grant and to appropriate funds for the same;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and resources are
appropriated as described below:

Section 3. This appropriation is contingent upon final grant approval by FEMA, DHS,
and the City Manager's acceptance thereof.
Section 4. The City Manager is authorized' to execute the necessary documents, in a
form acceptable to the City Attorney, to implement acceptance of and compliance with said
grant.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
