Hannon City Clerk z August 29, 2017 DATE : FILE : SUBJECT : REFERENCES: Early Voting Sites/Schedule — 2017 General Municipal Election and Run - Off Election (if necessary) ENCLOSURES: Early Voting Site Locations Map In preparation for the November 7, 2017 City of Miami General Municipal Election for Mayor and Commission Districts 3, 4 and 5, the second and final reading of an ordinance regarding the establishment of early voting sites and schedule (dates and times) has been placed on the agenda for the September 14, 2017 Miami City Commission Meeting. For your information, Florida Statute §101.657(e) enables municipalities to provide early voting in municipal elections that are not held in conjunction with county or state elections. A municipality may designate as many sites as necessary and shall conduct its activities providing that: • Early voting sites are limited to a main or branch office of the supervisor of elections, city hall, public library, fairground, civic center, courthouse, county commission building, stadium, convention center, government -owned senior center, or government -owned community center; and • The supervisor of elections shall designate each early voting site by no later than the 30th day prior to an election and shall designate an early voting area at each early voting site; and • All early voting sites shall allow any person in line at the closing of an early voting site to vote. The Office of the City Clerk, in coordination with the Miami -Dade Elections Department, has selected the following seven (7) locations to utilise as early voting sites. Please be aware that the Allapattah Branch Library, originally planned as an early voting site, will no longer be a viable option due to construction delays taking place at the facility. Instead, Juan Pablo Duarte Park Community Center, located within 0.6 miles of the library, has been approved by the Miami -Dade County Elections Department as an authorized early voting site. Please be advised that all registered voters in the City of Miami will be able to vote at any of the early voting sites, as the voting machines will print customized ballots on demand from the optical scan (paper ballot) system. Early voting sites for the general election are proposed to be open for nine (9) days beginning on Saturday, October 28, 2017, and ending on Sunday, November 5, 2017. The proposed schedule for early voting for the general election includes the following dates and times: Saturday OCT 28 Sunday OCT 29 8 AM - 4 PM 8A\I-4PM Monday OCT 30 Tuesday OCT 31 Wednesday NOV 1 Thursday NOV 2 Friday NOV 3 Saturday NOV 4 Sunday NOV 5 7AM-7P\I 7AM-7PM 7AMI-7PM 7AM-7PM 7AM-7PM 8AM-4PM 8AM-4PMi For your information, a run-off election, if required, will be held on Tuesday, November 21, 2017. The early voting schedule for the run-off election was initially proposed to begin on Tuesday, November 14, 2017, and end on Sunday, November 19, 2017. Recently, I was informed by the Miami -Dade County Elections Department that Tuesday, November 14, 2017, was no longer a viable date for early voting to begin. The Elections Department explained that more time will be needed to calibrate and set up the early voting machines for the run-off election in addition to the time needed to create the run-off election ballots to be used at the early voting sites. As a result, the earliest that early voting can begin is Friday, November, 17, 2017. The proposed schedule for early voting for the run-off election includes the following dates and times: Friday NOV 17 Saturday NOV 18 Sunday NOV 19 7.\M-7PM 8AM-4PM 8AM-4PM Please note that the early voting sites selected for a run-off election will depend upon the office(s) requiring a run-off election. With this in mind, the City Clerk will have the ability to reduce the number of early voting site(s) for a run-off election accordingly. For your information, it is estimated that each early voting site will cost S3,200 per site/per day.
