City Clerk Summary I performed a partial tree resource evaluation on the property located at 3140 Day Avenue, Miami on March 6, 2017. I was hired by Cecilia Kurland to write this evaluation with the understanding that I would not enter the property, and all inspection would be from outside the fence. The approximate locations of the trees that I inspected from outside the property can be found on the schematic in Appendix B. The evaluation in Appendix A includes approximate tree measurements, condition rating, and recommended radius of the tree protection zone (TPZ) for each tree. I have not determined an appraised value for individual trees that are over 18 inches DBH, utilizing the Trunk Formula Method as shown in the Guide for Plant Appraisal 9th Edition as required by the City of Miami. I rated the trees in accordance with ANSI A300 (Part 5) — 2005, Annex A, Management Report Information. Trees are rated Good, Moderate or Poor, see Appendix C. I recommend the removal of trees that I rate as Poor. I also followed the Levels and Scope of Tree Risk Assessment from the ANSI A300 Part 9: Tree, Shrub, and Other Woody Plant Management — Standard Practices. Level 1 limited visual, Level 2 basic and Level 3 Advanced Tree Risk Assessments. The scope of this report/evaluation was limited to a Level 2 Assessment however I was unable to inspect the trunks and root collars completely around the trunk on most of the trees. To perform all measurements I used a forestry diameter measuring tape and a measuring wheel. All measurements are approximate as I did not enter the property to hands-on measure diameter, height or canopy diameter. Protective barriers must be placed and maintained around remaining trees according to the City of Miami tree protection code Sec. 17-7. This code can be found in Appendix D. 3140 Day Avenue, Miami Tropical Designs of Florida Page 2 1 Submitted into the pub record f r ite (s) on 71 l� 1 1 • City Clerk Appendix E contains the ANSI A300 definitions of Tree Protection Zone (TPZ) and Critical Root Zone (CRZ). The TPZs that I have assigned to the trees on this site are sufficient to maintain CRZs for these trees and palms as well as the TPZs. Comment and Recommendations While not having inspected the trees completely it is fair to state that the trees onsite (that I inspected) are in good to moderate condition. Live oak tree 9 is already showing signs of root damage and soil compaction via small branch die - back therefore it is critical that the tree protection zone (TPZ) on all trees are established before demolition and construction begins. My measurements in Appendix A of the TPZ are equal to the critical root zone (CRZ). Respecting the CRZ will enable the long term survival of these trees. Digging and working within the CRZ will eventually cause the death and failure of these trees. If branches on the live oak trees are going to be pruned back to accommodate a large structure it should be remembered that mature trees such as these should not be pruned at all, only to remove hazardous branches. As City of Miami code allows up to 25% of a tree's canopy to be removed in a year, this must be the absolute maximum to be removed, otherwise the tree(s) will go into decline and never recover. City Clerk Appendix C ANSI A300 (Part 5) - 2005, Annex A Management report information Examples of suitability ratings flood: These are trees with good health and structural stability that have the potential for longevity at the site. Moderate: Trees in this category have fair health and/or structural defects that may be abated with treatment. Trees in this category require more intense management and monitoring, and may have shorter life -spans than those in the "good" category. Poor: Trees in this category are in poor health or have significant defect s in structure that cannot be abated with treatment. These trees can be expected to decline regardless of management. The species or individual tree may possess either characteristics that are undesirable in landscape settings or be unsuited for use areas. Appendix — D City of Miami tree protection code Sec. 17-7 Tree protection during construction. Trees shall be protected during construction activity as determined by the building department through the use of protective barriers in accordance with the landscape manual. Trees that are to remain shall be clearly identified with tags. A protected area with a radius of ten feet shall be maintained around trees to remain in accordance with the landscape manual, unless a certified arborist otherwise determines in writing that a smaller or larger protected area is acceptable for each tee, or an alternative tree protection method is approved. During demolition and/or development or construction, including installation of irrigation systems or any other underground installations, protective barriers shall be placed around each tree and shall remain in order to prevent the destruction or damaging of roots, stems or crowns of such trees. The barriers shall remain in place and intact until approved landscape operations begin; however, barriers may be removed temporarily to accommodate construction needs, provided that the manner and purpose for such temporary removal will not harm the trees. The trees shall be properly irrigated throughout the building process. City Clerk Appendix — E — Critical Root Zone and Tree Protection Zone ANSI A 300 (Part 5) — 2012 Management of Trees and Shrubs during Site Planning, Site Development and Construction Critical Root Zone (CRZ): The minimum volume of roots necessary to have for tree health and stability. Tree Protection Zone (TPZ): The area surrounding a tree defined by a specified distance, in which excavation and other construction — related activities should be avoided. The TPZ is variable depending on species, factors, age and health of the plant, soil conditions, and proposed construction. The zone may be accomplished by physical barriers or soil protection layers or treatments. ANSI A300 (Part 5) — 2012 54.7 A tree protection zone (TPZ) shall be delineated around all trees to be protected during a project • 54.7.1 The area and dimensions of the TPZ should be calculated on the basis of species tolerance, age, and health, root structure, rooting depth and soilconditions. Appendix — F — Schematic for tree protection during construction The dimensions for the tree protection zones for all trees to remain onsite are shown in Appendix A. This area shall be encircled with a 4 foot high sturdy fence supported by steel rods or pipes to support the fence every 6 feet. There shall be signage on the fence in English and Spanish not allowing storage of any materials, change of grade or movement of equipment.
