A RESOLUTION OF THE MIAMI CITY COMMISSION PROPOSING THE
HISTORIC DESIGNATION OF THE AREA KNOWN AS "WEST GROVE" IN
RECOGNITION OF THE HISTORICAL AND CULTURAL IMPORTANCE OF
THE AREA TO THE CITY OF MIAMI AND DIRECTING THE CITY
ADMINISTRATION TO PROCEED PURSUANT TO THE PROVISIONS OF
CHAPTER 23 OF THE CODE OF THE CITY OF MIAMI, FLORIDA, AS
AMENDED.

WHEREAS, the neighborhood commonly referred to as "West Grove" is a historically
Bahamian, approximately sixty-five (65) block, half -square -mile section of Coconut Grove within
the City of Miami ("City") that is generally described as the Coconut Grove Neighborhood
Conservation District ("NCD-2") in Appendix A to the Miami 21 Code, the Zoning Ordinance of
the City of Miami, Florida, as amended, and generally bounded by Douglas Road on the West,
United States 1 (US-1) and Bird Road on the North, McDonald Street and Abitare Way on the
East, and Franklin Avenue and a portion of Marler Avenue on the South; and
WHEREAS, the Historic and Environmental Preservation Board ("HEPB") is expressly
charged in the City Code with the responsibility of designating, preserving, conserving, and
protecting properties of historical, architectural, and archeological significance located within the
City; and
WHEREAS, among HEPB's duties are to hear and consider designations of historic
sites, historic districts, or archeological zones under the applicable criteria found in the
provisions of Chapter 23 of the Code of the City of Miami, Florida, as amended ("City Code"),
entitled "Historic Preservation," the Board's Rules of Procedure, as applicable, and other
applicable laws; and
WHEREAS, pursuant to Section 23-4(c) of the City Code, entitled "Procedures for
Designation," proposals for designation as a historic district may be made to the Board
resolution of the City Commission; and
WHEREAS, Chapter 23 defines a Historic District as a geographically defined area
possessing a significant concentration, linkage, or continuity of sites or structures united
historically or aesthetically by plan or physical development; and
WHEREAS, pursuant to Chapter 23, the Preservation Office shall conduct outreach
involving all relevant home owner associations and neighborhood associations and HEPB
shall conduct a preliminary evaluation of the data provided in the Proposal for Conformance
with criteria set forth in Subsection 23-4(a) of the City Code; and
WHEREAS, HEPB must follow the additional customary steps of the procedures for
historic designation set forth in Section 23-4 of the City Code; and

WHEREAS, the City Commission wishes HEPB to designate the area known as "West
Grove" as a local historic district in recognition of the historical and cultural importance of the
area;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Commission hereby approves, encourages, and supports the
designation, as a historic district, of the area known as the "West Grove," in recognition of the
historical and cultural importance of the area.
Section 3. The City Administration is directed to proceed consistent with the procedures
established in Chapter 23 of the City Code.
Section 4. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.'

1 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
