HomeMy WebLinkAboutBack-Up DocumentsITEM I I HISTORIC AND ENVIRONMENTAL PRESERVATION BOARD STAFF REPORT NAME Palm Grove Historic District ADDRESS 428 NE 73 Street PROJECT DESCRIPTION Application of a Special Certificate of Appropriateness for alterations to a contributing single-family home ANALYSIS This one-story contributing building within the Palm Grove Historic District was built in 1951 and represents a typical example of the American International architectural style, with a flat roof and horizontal banding between the windows. The proposed exterior changes include replacing the roof structure and raising the roof height, replacing all awning windows with impact casement windows, replacing ail doors with impact doors, enclosing a covered porch at the rear of the house to become an expanded kitchen and bedroom, and building an open-air, covered porch at the rear of the property with a rooftop terrace. The Secretary of the Interior's Standards provide the following guidance: Standard 2: The historic character of a property shalt be retained and preserved. The removal of historic materials or alterations of features and spaces that characterize a property shall be avoided. Standard 9: New additions, exterior alterations, or related new construction shall not destroy historic materials that characterize the property. The new work shall be differentiated from the old and shall be compatible with the massing, size, scale, and architectural features to protect the historic integrity and its environment. City of Miami Design Guidelines for Historic Sites and Districts provides the following guidance: When replacing a roof, the new roof should maintain its original shape and visual appearance and use the same roofing material that was originally used. Roof color, style, and material should match architectural style. When replacing windows, the new windows should maintain the original location, size, character and type of the originals. Typically, the style and age of the house should determine the types of windows that were used, ranging from casement, double or single hung windows with single or multiple panes, awning, and jalousie types. When it is necessary to alter or expand an existing historic building, modifications shall minimize the visual impact of the new construction. The proposed alterations to the home meet the Secretary of the Interior's Standards for Rehabilitation and the City of Miami Design Guidelines for Historic Sites and Districts. The proposed reconstruction of the roof to be taller with a slight slope is in keeping with the character of the American International style of architecture, and fits the proportions and design of the home. The proposed casement windows with the horizontal applied April 8, 2013 Page 1 of 2 ITEM 11 muntins on the front facade reflect the design of the 1950s awning windows on the home. Finally, the proposed enclosure of the rear porch and the construction of a new porch and rooftop terrace at the rear of the property will not be visible from the street therefore does not change the appearance of the home from the neighborhood. RECOMMENDATION The Preservation Office recommends Approval with Conditions of the application for a Special Certificate of Appropriateness for alterations and an addition to a contributing single-family home because the proposed alterations and addition meet the Secretary of the Interior's Standards for Rehabilitation and the City of Miami's Design Guidelines for Historic Sites and Districts. The conditions are as follows: 1. All glass shall be clear. 2. All future modifications to the property, including fencing, driveways, and other site work shall be subject to approval by the Preservation Office through the Certificate of Appropriateness process. 3. The applicant shall plant a shade tree between the sidewalk and the street.
