That ban was reversed Tuesday in a 3-to-2 vote. The ban was originally Intended to discourage adoptions from for-proflt sellers, who activists claim are just fronts for puppy mills. A month after it was put in place, the council decided that unscrupulous breeders are the problem not the pet stores. 'They found that relying on this broken. flawed USDA inspection system is not protecting customers. not protecting puppies,' Bartlett said. That 2010 audit done by the agency's own inspector general found a series of problems, ranging from the enforcement process being `ineffective against problematic dealers' to misusing guidelines to lower penalties. Bartlett told lawmakers there's nothing wrong with adopting those USDA standards as a 'floor.' The pet shop had argued a city law on how it obtains pets was hindering its chances of staying in business. "I'm very happy about it." she said Plantation Councilman Jerry- Fadgen said if the city hadn't adjusted the rules, "it would have been grossly unfair" to the store, Fadgen said'I'hey came to our city and within a few months the Sty started making restrictions." The city law. which took effect in January 2016, prohibited pet shops from selling commercially bred dogs. It is meant to prevent stores from selling pets that come from so- called puppy mills, where animals are bred in substandard conditions. Petland Plantation has since filed a lawsuit after racking up code enforcement fines of $T.25 a day since October. Even though the Council last week revoked its hobby breeders law for Petland Plantation. the city law is still on the books. If any other store opens in the city, it still would be subject to the law's restrictions. Fadgen wants that reconsidered, too. saying the rules are too stringent. 'If Plantation is to have another pet store that sells animals, it would likely have to be revised.' Fadgen said. "Otherwise. none will come." The city's recent move angered Hallandale Beach Commissioner Michelle Lazarow. She's among the activists who have lobbied Plantation and other cities to clamp down on commercially bred dogs. She said animal -rights activists won't give up on urging the council to strengthen the ordinance "for any incoming stores. And the people aren't going away.' The amended law requires pet stores to display the source of their animals, including the Abe rn: P.IIse, Currents, Elipboa d,Zte name of the breeder and the USDA license near the animals' cage or crate. Over here at PetGuide, we believe that consumers SHOULD be educated when it comes to purchasing a puppy. However, the amount of information provided by the pet stores is NOT enough. Puppy mills can still get USDA licenses and breed animals in terrible conditions. Even if they do get a stap on the wrist (and that is a small number), these "licenced breeders' can still continue to breed puppies and kittens without any repercussions. Just look at the HSUS Horrible Hundred 2016 Puppy Mitts List (especially if you live in Arizona). Go into the pet store and see if any of the puppies or kittens for sale are from breeders on the list. The information that pet stores need to give customers. legally, is woefully inadequate and means little to the aver ag consumer. You should always go to see the breeder before you buy. You need to see the mother and father of the puppies, ask questions and tour the home and grounds. If the breeder won't let you or doesn't have an answer for you, chances are that it's a puppy mill. By making an educated purchasing decision and teaming about what to look for in a good breeder, you'll be better able to spot the bad ones and help shut down puppy mills by cutting off their source of income.
