YEAR 2017-2018 ATTACHED AND INCORPORATED; AUTHORIZING THE CITY
MANAGER TO AMEND THE ANNUAL ACTION PLAN FOR FISCAL YEAR 2016-2017
AND TO SUBMIT THE ANNUAL ACTION PLAN FOR FISCAL YEAR 2017-2018 TO
THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT
("HUD") FOR REVIEW AND APPROVAL; AUTHORIZING THE CITY MANAGER TO
EXECUTE ANY AND ALL NECESSARY DOCUMENTS, IN A FORM ACCEPTABLE TO
THE CITY ATTORNEY, FOR SAID PURPOSE.
Background of Item:
Per the Code of Federal Regulations 24 CFR 91.220, all entitlement jurisdictions are
required to submit an Annual Action Plan to the United States Department of Housing
and Urban Development ("HUD") for the purpose of carrying out its long term strategic
plan
Pursuant to Resolution No. 16-0132, adopted March 24, 2016, the City of Miami
Commission approved the Annual Action Plan for fiscal year 2016-2017.
The Annual Action Plan is amended during the year to reflect changes in goals and
objectives of the City's Consolidated Plan.
The Annual Action Plan sets forth the overall goals and objectives of the City of Miami's
("City") Consolidated Plan.
The City administration recommends the amendment of the Annual Action Plan for
fiscal year 2016-2017 and the approval of the Annual Action Plan for Fiscal Year 2017-
2018.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AMENDING THE CITY OF MIAMI'S ("CITY") ANNUAL ACTION PLAN FOR FISCAL
2016-2017, PREVIOUSLY APPROVED BY RESOLUTION NO. 16-0132, ADOPTED
ON MARCH 24, 2016; APPROVING THE CITY'S ANNUAL ACTION PLAN FOR
FISCAL YEAR 2017-2018, ATTACHED AND INCORPORATED; AUTHORIZING THE
CITY MANAGER TO AMEND THE ANNUAL ACTION PLAN FOR FISCAL YEAR 2016-
2017 AND TO SUBMIT THE ANNUAL ACTION PLAN FOR FISCAL YEAR 2017-2018

WHEREAS, pursuant to the Code of Federal Regulations 24 CFR 91.220, all entitlement

WHEREAS, pursuant to Resolution No. 16-0132, adopted March 24, 2016, the City
Commission approved the Annual Action Plan for fiscal year 2016-2017; and
WHEREAS, the Annual Action Plan sets forth the overall goals and objectives of the City
of Miami's ("City") Consolidated Plan; and
WHEREAS, the Annual Action Plan shall be amended during the year to reflect changes
in goals and objectives of the City's Consolidated Plan; and
WHEREAS, the City Administration recommends the amendment of the Annual Action
Plan, attached and incorporated, for fiscal year 2016-2017; and
WHEREAS, the City Administration has prepared the Annual Action Plan for Fiscal Year
2017-2018 and recommends the approval of the Annual Action Plan for Fiscal Year 2017-2018;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The Amended Annual Action Plan for Fiscal Year 2016-2017, attached and
incorporated, is approved.
Section 3. The City's Annual Action Plan for Fiscal Year 2017-2018, attached and
incorporated, is approved.
Section 4. The City Manager is authorized to amend the Annual Action Plan for Fiscal
Year 2016-2017 and to submit the Annual Action Plan for Fiscal Year 2017-2018 to HUD for
review and approval.
Section 5. The City Manager is further authorized' to execute any and all necessary
documents, in a form acceptable to the City Attorney, for said purpose.
Section 6. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney, including but not limited to, those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
