O R X City of Miami Legislation Resolution Enactment Number: R-16-0620 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 1453 Final Action Date:12/8/2016 A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY MANAGER TO LOWER THE POSTED SPEED LIMIT TO TWENTY (20) MILES PER HOUR ("MPH") ON ALL LOW DENSITY RESIDENTIALLY ZONED NEIGHBORHOOD STREETS CLASSIFIED AS PART OF THE CITY OF MIAMI'S STREET SYSTEM PURSUANT TO SECTION 334.03, FLORIDA STATUTES AND SECTION 30-299 OF THE MIAMI-DADE COUNTY CODE; FURTHER DIRECTING THE CITY MANAGER TO DEVELOP A PLAN TO IMPLEMENT SAID TWENTY (20) MPH SPEED LIMIT UPON MIAMI-DADE COUNTY APPROVAL. WHEREAS, pursuant to Resolution No. 16-0560, passed by the City Commission on November 17, 2016, A twenty-five (25) miles per hour ("MPH") speed limit on streets in low density residentially zoned neighborhoods was authorized; and WHEREAS, various persons have spoken in favor of further reducing the speed limit to twenty (20) MPH as it will further assist in providing a benefit to public safety, reduce traffic accidents and fatalities, and protect the quality of life of single family neighborhoods; and WHEREAS, the City Commission has discussed and considered lowering the speed limit to twenty (20) MPH on all streets in low density residentially zoned neighborhoods classified as part of the City of Miami ("City") street system as defined by Section 334.03, Florida Statutes; and WHEREAS, following passage of this Resolution, the City Administration will be officially requesting the required approval of Miami -Dade County ("County"), as the County controls traffic signalization and speeds within the County; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Commission hereby directs the City Manager to obtain approval from the County to lower the posted speed limit to twenty (20) MPH on all low density residentially zoned neighborhood streets classified as part of the City's street system pursuant to Section 334.03, Florida Statutes, and Section 30-299 of the Miami -Dade County Code. Section 3. Upon County approval, the City Commission hereby directs the City Manager to develop a plan to implement said twenty (20) MPH speed limit. This directive includes, without limitation, posting of the required speed limit signage. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor: 1 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission. O R X City of Miami Legislation Resolution Enactment Number: R-16-0560 City Hall 3500 Pan American Drive Miami, FL 33133 www.miamigov.com File Number: 1039 Final Action Date:11/17/2016 A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING THE OFFICE OF TRANSPORTATION AND THE DEPARTMENT OF PUBLIC WORKS TO PROCEED WITH THE DEVELOPMENT OF A PLAN TO IMPLEMENT A TWENTY- FIVE (25) MILES PER HOUR SPEED LIMIT ON STREETS IN LOW DENSITY RESIDENTIALLY ZONED NEIGHBORHOODS CLASSIFIED AS PART OF THE CITY OF MIAMI STREET SYSTEM. WHEREAS, the the Office of Transportation and the Department of Public Works have evaluated lowering the speed limit in the manner provided by this Resolution and are recommending lowering the speed limit as set forth herein; and WHEREAS, the City Commission has discussed and considered lowering the speed limit to twenty-five (25) miles per hour ("mph") on all streets in low density residentially zoned neighborhoods classified as part of the City of Miami ("City") street system as defined by Section 334.03, Florida Statutes; and WHEREAS, following passage of this Resolution, the City Administration will be officially requesting the required approval of Miami -Dade Countyn ("County"), as the County controls traffic signalization and speeds within the County; and WHEREAS, various persons have spoken in favor of this measure as it will benefit the public safety, reduce traffic accidents and fatalities, and protect the quality of life of single family neighborhoods; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. Upon County approval, the City Commission hereby directs the City Manager to proceed with the development of a plan to implement twenty-five (25) mph speed limits on all streets in low density residentially zoned neighborhoods. Section 4.
