Background of Item: In May 2017, Kimley-Horn completed a neighborhood speed limit study to evaluate the speed limits and travel speeds for residential streets in 29 neighborhoods within the City of Miami. The areas of Downtown, Park West, Virginia Key, and Dodge Island neighborhoods were excluded from the analysis as they lack sufficient single-family homes and local residential roadways. Traffic data were collected along residential roadways within each neighborhood. The data was analyzed and indicates that the residential neighborhoods within the City of Miami meet FDOT criteria for a posted speed limit of 25 mph on a citywide basis for residential streets. The data analysis also determined that three (3) study neighborhoods meet FDOT criteria for a posted speed limit of 20 mph. Should the City decide to implement the reduction of speed limits in residential areas, it will have to enter into an inter -local agreement with Miami -Dade. The City will be responsible for installing and maintaining all new signs on City -maintained roadways and all residential streets that intersect the boundaries of the city, collector, and arterial roadways within the city limits in an effort to make drivers aware of regulatory speeds that differ from FDOT, County, and other municipality maintained roadways. Pursuant to the approval of Resolutions R-16-0560 and R-16-0620, District 4 and District 3 Commissioners, respectively, are urging the City to request the approval from Miami -Dade County for the implementation of the speed reduction signage throughout low density residentially zone neighborhood streets.
