A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING AN
INCREASE TO THE AUTHORIZED EXPENDITURE LIMITS FOR THE
PURCHASE OF LEAD FREE ZINC AMMUNITION FROM NPEE L.0 D/B/A
NATIONAL POLICE AMMUNITION, A COMPETITIVELY SOLICITED
BRADFORD COUNTY SHERIFF'S OFFICE CONTRACT; ALLOCATING FUNDS
FROM THE DEPARTMENT OF POLICE, SUBJECT TO THE AVAILABILITY OF
FUNDS AND BUDGETARY APPROVAL AT THE TIME OF NEED.
WHEREAS, the City of Miami Police Department ("MPD") has a need for the procurement
of lead free zinc ammunition; and
WHEREAS, on February 2, 2016, the City Manager approved, under his authority, the
accessing of the Bradford County Sheriff's Office contract BSCO2015-01 for ammunition, which
was competitively solicited, and awarded to NPEE L.0 d/b/a National Police Ammunition
("NPEE"); and
WHEREAS, on June 9, 2016, Resolution No. 16-0258 was approved by the City
Commission authorizing an increase in spending capacity by an additional $150,000.00 due to a
consent decree issued by the Department of Justice ("DOJ") imposing additional training
requirements ("Mandates") on the MPD, requiring all sworn members of the MPD to be qualified
on all firearms issued to them; and
WHEREAS, in order to fulfill the DOJ Mandates for 2017, and provide in-service training,
Region 14 training, academy training, as well as training for the newly acquired patrol rifles in
accordance with Florida Department of Law Enforcement requirements, an increase to the
current contract capacity is needed to procure the ammunition required for the above
compliance and training initiatives;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. An increase to the authorized' expenditure limits for the purchase of lead free
zinc ammunition from NPEE, a competitively solicited Bradford County Sheriff's Office contract,
is approved.
1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney including but not limited to those prescribed by applicable City Charter and City Code
provisions.

Section 3. Funds to be allocated from the MPD, subject to the availability of funds and
budgetary approval at time of need.
Section 3. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
