Pentagon blames IS
for civilian deaths after
U.S. strike in Mosul

WASHINGTON
A US. airstrike in March
killed more than 100 Iraqi
civilians by inadvertently
setting off a large amount of
explosives that Islamic State
fighters had placed in a
building in Mosul, according
to a long-awaited military
investigation that was made
pubs on Thursday.
Critics have said the
March 17 airst ike demon-
strated that the United
States has been too quick to
use air power in a city filled
with hundreds of thousands
of civilians. Rut the Penta-
gon investigation put the
primary blame on the Islam-
ic State, asserting that it
placed the explosives in the
building and then had two
snipers foe at Iraqi forces
from the area.
The investigation conclud-
ed that 105 civilians were
trilled: 101 in the bolding
that was bombed and four in
an adjacent structure. Thir-
ty-six civilians who were
believed to have been in the
area have not been account-
ed for. The toll is one of the
highest in the US: led cam-
paign against the Islamic
State, though the investiga-
tor asserts that jihad2s'
explosives were mainly at
fault.
Neither the U.S. led coali-
tion nor Iraqi forees were
aware that civilians and
explosives were in the build-
ing, the investigation con-
cluded. According to the
investigation, which was
overseen by Air Force Brig.
Gen. Matthew C Islet, the
episode began on that
March morning when two
Islamic State snipers began
firing at troops from Iraq's
Counterterrorism Service,
which was fighting its way
into wen Mosul.
Isler said in a briefing for
reporters that his assessment
was that the Islamic State
deliberately creased a sit-
uation in which the United
States would strike the build -

an airstrike, and the U.S.-led
coalition responded by drop-

The aim was to produce a
blast that would destroy only
the top Floor of the building,
which was described as a
well-built concrete structure,
and kill the snipers. The
bomb that was dropped,
coalition officials said, was
not strong enough to have
taken down the building.
But the blast set off the
explosive material that Is-
lamic State fighters had
placed in the structure, caus-
ing it to collapse. Analysis of
the debris found residue of
explosive materials that
Islamic State fighters are
known to use but that are
not used in the GBU-38.

After criticism,
Temer pulls troops
from Brazil's capital
BY ERALDO o ILORENZO

BRASILIA, BRAZIL
Brazil's president on
Thursday canceled an order
to deploy the military to the
streets of the capital after
criticism that the move was
excessive and an effort to
hold onto power amid calls
for his resignation.
Ina decree published in
the Official Diary, President
Michel Temer revoked the
order issued a day earlier,
"considering the halt to acts
of destruction and violence
and the subsequent reenab-
lishrnent of law and order."
On Thursday afternoon,
soldiers began to leave their
posts in Brasilia, according
to the Defense Ministry.
The troops were deployed
late Wednesday following a
day of clashes between
police and protesters de-
manding Tamer's ouster
amid allegations against
him of corruption. Fires
broke out in two ministries,
and several were evacuated.
Protesters also sal fires in
the meets and vandalized
government buildings. Im-
ages in national media,
meanwhile, appeared to
show police officers firing
weapons, and the Secretes --
of Public Security said it
was investigating. In all, 49
people were injured, in-
cluding one by a bullet.
Temer's popularity has
been In a freefall since he
took office a lithe more than
a year ago after his prede-
cessor was impeached and
removed. Some Brazilians
consider him illegitimate
because of the way he came
to power, and his efforts to
pass a economic reforms to
cap the budget, loosen labor
laws, and reduce pension
benefits have only made
him even more unpopular.
In addition, several of his
advisers have been linked to
Brazil's massive conuption
investigation, known as
Operation Car Wash.
Now, as pan of the Car
Wash probe, Teener is fac-
ing allegations that he en-
dorsed the paying of hush
money to a toner law-
maker who has been jailed
for comlpton. Brazil's high-
est court is investigating
him for alleged obstruction
of justice and involvement
in passive corruption after a
recording seemed to capture
his approval of the bribe.

There was no immediate
claim of responsibility for
the snack, but Greek politi-
cians have been targeted in
the past by militant far -left
and anarchist grasps.
A statement from the
Greek Health Ministry said
Papademos, 69, was being
treated for wounds in his
right thigh and upper body.
He served as prime minister
for six months in 2011-2012
and is also a former deputy
governor of the European
Central Bank
A police official said the
explosion oca rried when
Papademos opened an
envelope inside the car.
A second police official
said one of the other two
wounded in the blast told
anti -terrorism police that he
had handed Papademos the
mail, and that before doing
so he had put it through an
X-ray machine and nothing
suspicious showed up.
Earlier this year, a group
called Conspiracy Cells of
Fire, claimed responsibility
for. sending parcel bombs to
the German Finance Minis-
try and the Paris office of
the International Monetary
Fund, where a small explo-
sion injured one person.
The group had also
claimed responsibility for
parcel bombings in 2010
targeting several embassies
in Athens and the offices of
European leaders abroad.
Most of the devices were
intercepted or destroyed by
police, but one device in-
jured a parcel -company
employee in Greece.
In the same year, a parcel
bomb disguised as a gift
exploded at the office of the
Public Order Minister in
Athens, killing one of the
minister's top aides.
A respected economist,
Papademos headed a provi-
sional coalition government
credited with preventing the
collapse of the country's
international bailout at the
time. He also served as
governor of the Bank of
Green between 1994 and
2002, when the country
adopted the euro currency.

Many see the closely
watched election as a refer-
endum on the policies and
practices of Trump.
Republicans have held the
state's lone congressional
seat for two decades.
Luanne Biggs, who voted
for Gianforte, told the Boze-
man Daily Chronicle, "1
understand the frustration of
someone being right in your
face"
It wasn't dear how the
melee would affect the race.
More than a third of the
state's registered voters had
cast absentee ballots before
the polls opened Thursday.
Three of Montana's big-
gest newspapers pulled their
endorsements of Gianforte
while leaders of both major
parties called on him to
apologize. House Speaker
Paul Ryan, a Republican,
said what occurred was
"wrong and should not hap-
pen." House Minority Lead-
er Nancy Pekes, a Demo-
crat, called Gianforte "a
w nnabe Trump."
Gianforte was preparing
for an interview with Fox
News on Wednesday at a
private office when Ben
Jaobs, porter for The
Guardian, came in without
permission, campaign
spokesman Shane Scanlon
said.
As Jacobs pressed the
candidate on the GOP
healthcare bill, "Gianforte
