Alfonso, City Manager DATE: May 2, 2017 FROM: Milton Vickers, Senior Advisor to the City Manager on behalf of Mayor Regalado SUBJECT: $10,000 from the Mayor to HISPA, Inc. BACKGROUND The City of Miami ("City") created the Anti -Poverty Initiative to address poverty and focus on providing support to its residents. HISPA (Hispanics Inspiring Student's Performance and Achievement) Inc., (the organization), is a 501c3 non-profit organization whose mission is to mobilize Latino professionals to serve as active role models in educational programs within their communities. The organization is dedicated to inspiring Latino students' academic performance and achievement. The allocated funds from the Mayor will assist with the organization's launch and expansion in Miami inclusive of engagement, training, and on -going support of 100 Role Models and their involvement in reaching the 350 students in the organization's two Miami partner schools: Kinloch Park Middle School, Miami, FL — Grades 6, 7, 8, 250 students; and Miami Senior High School, Miami, FL — Grade 9, 100 students. The expansion will be completed in five phases beginning with strategic alliances, then volunteer recruitment, school engagement/student enrollment, and finally, the program execution. As they are familiar with the needs of the community and requirements imposed by the City, it would be advantageous to the City to expedite the allocation and waive procurement requirements at this time. Providing these funds to the organization will allow more youth to obtain these services immediately, with no added time for the procurement process, which could take over 30-40 days. RECOMMENDATION In light of the above stated, approval of a waiver of the formal requirements of competitive sealed bidding methods as not being practicable or advantageous to the City as set forth in the City Code of Ordinances, as amended, specifically Section 18-85 (A), and the affirmation of these written findings and the forwarding of the same to the City Commission for ratification by a four -fifths vote is respectfully requested.
