Alfonso, City Manager FROM: Annie Perez, CPPO, 4` Director, Procurement Department REFERENCES: RFP No. 592382 DATE: FILE: SUBJECT: Recommendation to Negotiate a Contract for 800 MHz Pubiic Safety Radio Network System ENCLOSURES: Evaluation Committee Appointment Memo; Pre and Post Orals Evaluation Score Sheets Recommendation: Based on the findings below, the Procurement Department (Procurement) hereby recommends approval for negotiations to award a contract, pursuant to Request for Proposals No. 592382 (REP), 800 MHz Public Safety Radio Network System (Project), to the responsive and responsible Proposer, Harris Corporation, to provide an 800 MHz P25 Public Safety Radio System Network. Background: On May 16, 2016, the City of Miami (City), on behalf of the General Services Administration Department, issued RFP No. 592382 under full and open competition, to obtain proposals from qualified, experienced firms, to provide a fully featured system, as part of the ongoing efforts to upgrade and enhance two-way radio communications throughout the City, for the benefit of all public safety and local government users, and the citizens that they serve. This RFP is considered a "best -value procurement" in order to evaluate cost versus value, to determine which proposed solution provides the best value, while meeting the City's needs. The Project includes several related networks and project components: 1. 800 MHz P25 Digital Trunked Simulcast Network; 2. Full featured Radio Dispatch Console System; 3. VHF High Band and Marine, UHF and 800 MHz Base Stations to provide for interoperability with adjacent localities but not limited to; Miami -Dade County and the State of Florida; 4. High capacity, digital microwave site connectivity; 5. Integrated Network Alarm and Control System; 6. Assets and network management systems; 7. Network traffic logging recorder system; 8. Site modifications to include shelter, tower and emergency generators; and 9. Replacement of Site on Wheel ten (10) channel standalone trunked P25 System. Proposers were required to meet all of the minimum qualifications and other requirements established in the RFP, in order to be deemed qualified to provide the services. On August 30, 2016, two (2) proposals were received in response to the RFP; 1) Harris Corporation (Harris), and 2) Motorola Solutions, Inc. (Motorola). Subsequently, the proposals were reviewed by Procurement for responsiveness; both were deemed responsive. The proposals were further evaluated by an Evaluation Committee (Committee), comprising of City personnel and subject matter experts from other jurisdictions (see attached appointment memo). The Committee evaluated the proposals following the guidelines and technical criteria published in the RFP. PR 17090 1 The technical criteria listed below, were itemized for a maximum of eleven hundred (1,100) points, per Committee member: 1) Proposer's Qualifications, Experience, and Past Performance (300 points); 2) Key Personnel's Qualifications and Experience (100 points); 3) Proposer's Approach to Providing the Services (150 points); 4) Proposers Equipment and Software (200 points); 5) Installation, Implementation, and Maintenance Plans (100 points); 6) Proposer's Financial Capabilities (200 points); and 7) Training (50 points) Preliminary Scores: The preliminary technical scores after the December 16, 2016 Committee meeting were as follows: Proposer Technical Score (max. 7,700) 1 Harris Corporation 7,120 2 Motorola Solutions, Inc. 6,808 At this meeting. the Committee determined that both proposals warranted further consideration. The Committee further decided to hold oral presentations with both firms. The oral presentations were convened on January 11, 2017 with both firms. Prior to the oral presentations, clarification questions were provided to both firms. Each firm was allowed sixty (60) minutes to make a presentation. followed by forty-five (45) minutes of follow-up questions by the Committee. The firms were also allowed thirty (30) additional minutes each, to demonstrate the proposed equipment. Subsequent to the oral presentations, the Committee re-evaluated, re -scored the technical proposals, and subjectively scored the price proposals, in conjunction with the written proposals and the oral presentations. In addition, Motorola has proposed a technology credit of $250,000, as an incentive, should the City choose to purchase additional Motorola equipment beyond the proposed price total. Due diligence was conducted to determine responsibility, including verifying corporate status and performing reference checks. There were no performance or compliance issues, and no adverse finding related to either firm's responsibility. Notwithstanding the above, prior to negotiations, Procurement will further review the proposal submitted by the recommended Proposer. in addition to the terms and conditions of the Professional Services Agreement, with the City Attorney's Office. PR 17090 2 Negotiations: The Committee recommends that the City enter into negotiations with Harris. Notwithstanding the foregoing, the Committee further recommends that if the City and Harris cannot reach an agreement, the City will terminate negotiations and begin negotiations with Motorola. The following individuals will participate in the negotiations along with the assigned City Attorney: Lydia Osborne, PhD, CPPO. CPPB, Assistant Director, Procurement Ricardo Falero, Director, General Services Administration (GSA) Kevin E. Burns, Chief Information Officer (CIO)/Director, Information Technology (IT) Jason Swift, Manager, Radio Shop, City of Coral Gables Alexander F. Martinez, Fire Captain, City Fire Department Otto Contreras, Deputy CIO, Assistant Director, IT Captain Sean D. Mac Donald, Captain, Police Department Antonio E. Arce, Telecommunications Manager, City of Hialeah Brian Lopez, Superintendent, Communications Division, GSA Consensus Statement: The Committee determined that Harris has the necessary qualifications, relevant experience, technical capacity and experienced personnel required to meet the needs of the City and successfully complete this critical project. The Committee considered the following evaluation criteria: Qualifications and Experience of the Firm: Harris has over 80 years of experience in public safety and professional communications, and support more than 500 systems worldwide. Harris, one of the largest public companies, is headquartered in Melbourne, Florida, since 1978. Some of Harris' clients for public safety radio system deployments include Florida, Nevada, Pennsylvania; the Governments of Saskatchewan and Alberta in Canada, State of Tasmania in Australia, among others. Some of Harris' Florida governmental clients include, but not limited to; Miami -Dade County, where Harris is providing a system for more than 80 agencies and 32,000 users, serving 2.5 million people; Coral Gables; Aventura; and 'West Palm Beach, which successfully transitioned from a Motorola SmartZone system, similar to the one currently used by the City of Miami, to a state-of-the-art Harris P25 system. In 2016, Harris had a 92,5% on -time completion rate; out of the 106 programs tracked by Harris, 98 were on time. The synergy with military and tactical divisions of Harris, allows Harris to provide the highest levels of durability, reliability, and security provided to the military, to the radio solutions the firm provides to public safety. In over 20 Florida counties, public safety officials are serviced with Harris' P25 communications network and Land Mobile Radio (LMR) solutions, during daily operations and for critical communications capabilities during hurricanes, other emergencies, and major public events. With high-performance multiband, multi -mission tactical radio systems, Harris supports the missions of U.S. Central Command, headquartered in Tampa, Florida, as well as U,S. Special Operations Command, providing situational awareness for mission success. Harris also supports U.S. Air Force modernization programs including space launch, test range communications and command, and control systems at the U.S. Satellite Control Network at Cape Canaveral Air Force Station. and Patrick Air Force Base. Additionally, Harris and the State of Florida signed a twenty (20) year contract establishing a Public Private Partnership for Florida's Statewide Law Enforcement Radio (SLERS), a single, unified radio network that meets the radio voice communication needs of state law enforcement officers and other participating agencies throughout Florida. Proposer's Qualifications and Experience: Harris employs 6,000 of the firm's more than 22,000 employees in Florida, with 21 locations, supporting customers with mission critical communications needs. Harris has formed a "team" for this project that includes qualified program managers and PR 17090 3 system engineers, with years of experience designing and installing complex microwave and LMR systems. Also available on the implementation team, are experienced resources from Harris' support functions that will provide critical program and technical assistance throughout the Project. Mr. Jonathan Morrison and Mr. Stephen Smith have been identified as the Project Managers. Collectively, they have over 68 years of experience in project management, leading teams in providing critical communications solutions, and implementing re -banding and new system implementation projects. Mr. Michael Boyet, Mr. Frank Ober. and Mr. Kyle Short have also been identified as key personnel on the Harris Project Team, in the positions of Field Service Manager, Training Manager, and System Engineer, consecutively. Mr. Boyet will be responsible for the execution of the warranty period and long term customer care. He has over 10 years of field services management experience, and over ten years of direct management and maintenance of trunked radio systems. Mr, Ober has over 35 years of experience, developing and implementing training programs, and will be responsible to implement and manage the proposed training. Mr. Short is currently the lead engineer for a 9-site, 40-channel simulcast system in Miami -Dade County, and has over 30 years of engineering experience. Finally, Cooper -General Corporation has been identified as the factory authorized Harris Service Center. Cooper -General Corporation will provide systems design, installation, and integration services. Harris has given assurance that the key personnel identified in their proposal, will be available throughout the term of the contract. In the case of unforeseeable events, Harris has sufficient reserve personnel to adequately perform the services. Approach: Harris' proposal presented a clear understanding of the scope of services required and provided a task -appropriate approach, which supports a close working relationship with the City to appropriately address the complexities and challenges of the Project. Equipment and Software: The system proposed by Harris exceeds the City's 95%® coverage requirements and increases the level of service; Harris guarantees 98%® in the 12 dB area and 97% inside the buildings in the 24 dB area. Harris proposed geographically separated cores or central controllers and Harris' unique and patented Distributed Control Point (DCP) technology. Harris is offering two (2) simulcast DCPs to maintain system reliability and stability. The firm's approach is one of innovative, future -ready solutions. Harris' proposed XL-200P portable radios and BeOn application enable users to maintain communications with dispatchers and other first responders beyond the boundaries of the radio system, by use of other IP networks such as Wi-Fi, commercial cellular Long Term Evolution (LTE). and the public safety LTE network, FirstNet. Installation, Implementation and Maintenance: Harris will provide a one year warranty an all infrastructure equipment, and a two year warranty on subscriber radios. This warranty will ensure that hardware and installation are free from defects in material and workmanship; if any hardware component, or portion of the installation services fail, Harris will repair the component, furnish any necessary repaired or replacement parts, and correct any faulty installation, at no charge to the City. Financial Capability: Harris has approximately $7.5 billion in aennuai revenue, and has provided the City with its Fiscal Year 2015 Annual Report. Harris proposes to fund the initial startup to provide the financial capital to meet all the financial obligations of the Project, through the warranty and maintenance periods. This initial funding is then supplemented by the milestone payments received during contract performance. Harris will provide a Performance Bond, which will give assurance to the City for contract performance for the full contract value of the contract, if awarded. As part of the due diligence process, Procurement proactively requested the assistance of Public Financial Management, a City's Financial Advisor, to evaluate the proposed financial proposals. Therefore, as an alternative, if the City decides to achieve more favorable financing terms than those PR 17€390 4 offered by Harris, the City can request proposals from a wider pool of banks that specialize in equipment lease financings. Training: Harris' systematic approach to training. will identify the needs for each area and focuses on the performance of tasks. The technical training staff is comprised of professionals with extensive experience in both telecommunications and adult learning. Instructor certification ensures that each trainer possesses the instructional skills and technical competencies to deliver high -quality training. The following training will be provided: system administrator; radio users; console operator; maintenance, NEC Microwave Network; and refresher. Price: Harris proposed price is $13.216,174.25, and includes maintenance cost ($3,316.174.251 for years two through five, if the City elects to purchase maintenance service from Harris. If the City does not elect to purchase the maintenance for years two through five from Harris, the proposed price is 19 900,000.00, Harris offer is also firm and fixed, which in turn will protect the City from change orders. The actual contract price will be negotiated, however, as stated previously, at the City's discretion, the City may consider seeking proposals for financing, which would enable the City to match its product selection with a more competitive financing. In conclusion, Harris has demonstrated that they possess the minimum qualifications and the technical capabilities to perform the services, as evidenced by their project experience, qualifications, and proposed approach, in addition to the favorable recommendations from past clients. Consequently, as outlined in the consensus statement presented above, the Committee recommends Harris as the top ranked Proposer.
