Purpose of Item:
Resolution establishing a new Special Revenue Project entitled: "EMS County Grant
#C5013 Award for Fiscal Year 2016 — 2017," and appropriating funds in the amount of
$33,377.00. The funds consist of a pass through grant from the State of Florida
Department of Health, Bureau of Emergency Medical Services ("EMS") and apportioned
by Miami -Dade County.
Background of Item:
The Florida Department of Health is authorized by Chapter 401, Part II, Florida Statutes,
to provide grants to Boards of County Commissioners for the purpose of improving and
expanding pre -hospital emergency medical services within Miami -Dade County. This
grant will provide new "EMS" equipment, computer hardware, materials, supplies and
services, training and seminars which will enhance the capabilities of the EMS System
and improve the level of services provided to the City's residents.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
ESTABLISHING A NEW SPECIAL REVENUE PROJECT ENTITLED "EMS COUNTY
GRANT #5013 AWARD FISCAL YEAR 2016-2017," IN AN AMOUNT NOT TO
EXCEED $33,377.00, CONSISTING OF A GRANT APPORTIONED BY MIAMI-DADE
COUNTY, FLORIDA, FROM THE STATE OF FLORIDA DEPARTMENT OF HEALTH,
BUREAU OF EMERGENCY MEDICAL SERVICES PROGRAM ENTITLED "FLORIDA
EMS GRANT PROGRAM COUNTIES"; AUTHORIZING THE CITY MANAGER TO
EXECUTE THE GRANT LETTER OF UNDERSTANDING/AGREEMENT, IN
SUBSTANTIALLY THE ATTACHED FORM; FURTHER AUTHORIZING THE CITY
MANAGER TO NEGOTIATE AND EXECUTE ANY OTHER NECESSARY RELATED
GRANT DOCUMENTS, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, TO
IMPLEMENT ACCEPTANCE AND ADMINISTRATION OF SAID GRANT.
WHEREAS, the City of Miami ("City") has been awarded a grant in the amount of
$33,377.00 apportioned by Miami -Dade County, Florida ("County") from the State of Florida
("State"), Department of Health, Bureau of Emergency Medical Services, pursuant to Chapter
401, Part II, Florida Statutes, to improve and expand pre -hospital Emergency Medical Services
("EMS"); and
WHEREAS, it is the intent of the Miami -Dade County Board of County Commissioners
that the Fiscal Year 2016-2017 funding for the County, from the State Department of Health,
Bureau of Emergency Medical Services Program entitled "Florida EMS Grant Program for the
Counties," in the amount of $33,377.00, be apportioned and passed through the City's
Department of Fire -Rescue ("Fire -Rescue") for the improvement, expansion, and continuation of
its pre -hospital EMS projects in Fiscal Year 2016-2017; and
WHEREAS, the Fire -Rescue work plan includes the implementation of the EMS
Equipment project, which provides materials, services, computer hardware, software, and
supplies, to enhance the service capabilities of the EMS System and improve the level of
service provided to the residents of the City;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The following new Special Revenue Project is established and resources are
appropriated as described below:

RESOURCES: State of Florida Department of Health,
Bureau of Emergency Medical Services
Program, entitled "Florida EMS Grant
Program for Counties" through
Miami -Dade County
$33,377.00
APPROPRIATIONS: $33,377.00
Section 3. The City Manager is authorized' to accept said grant award and to execute
the Grant Letter of Understanding/Agreement, in substantially the attached form.
Section 4. The City Manager is further authorized to negotiate and execute any other
necessary related grant documents, in a form acceptable to the City Attorney, to implement
acceptance and administration of said grant.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
