Purpose of Item: The nature of this item is to establish a contract for crowd management and parking personnel services for the Bayfront Park Management Trust, on an as needed basis, with Federal Tactics Security, Inc. for an initial contract term of two (2) years, with the option to renew for two (2) additional two (2) year periods, authorizing the City Manager to negotiate and execute all other documents, including any amendments, renewals and modifications to the contract, in a form acceptable to the City Attorney, as may be necessary for said purpose, allocating funds from the Bayfront Park Management Trust (Trust) Operating Budget, and as required by City of Miami Departments, subject to the availability of funds and budgetary approval at the time of need. Background of Item: On December 6, 2016, the Procurement Department (Procurement) issued IFB No. 668381. As required by the Procurement code, the IFB was advertised and issued online, on behalf of the (Trust). On December 29, 2016, at the bid closing, eight (8) bidders were received. Three (3) bids were deemed non -responsive; One (1) bid did not respond to additional information that was requested, and the two (2) bids did not meet the minimum qualifications. The remaining five (5) bids were evaluated and tabulated. Procurement is recommending award to Federal Tactics, Inc., the lowest responsive and responsive bidder, per bid specifications. The estimated annual contract amount is $200,000.00, and $1,200,000.00 in the aggregate for all six (6) years. WHEREAS, pursuant to Chapter 38/Article III of the Code of the City of Miami, Florida, as amended ("City Code"), the Bayfront Park Management Trust ("Trust") has been empowered to direct, operate, manage, and maintain all aspects of Bayfront Park ("Park"); and WHEREAS, the Trust's purpose is to ensure maximum community utilization of the Park; and WHEREAS, pursuant to Chapter 38/Article III of the City Code, the Trust's Executive Director is authorized to manage and operate the Park; and WHEREAS, the City of Miami's ("City") Purchasing Department ("Procurement") issued Invitation for Bids ("IFB") No. 668381 on December 21, 2016 on behalf of the Trust for Crowd Management and Parking Personnel Services ("Services"); and WHEREAS, of the eight (8) responses received by the December 29, 2016 closing date, three (3) were deemed non -responsive, and Federal Tactics Security, Inc. ("Federal Tactics") was determined to be the lowest responsive and responsible bidder; and WHEREAS, the Trust, at its March 28, 2017 meeting, accepted the tabulations made by Procurement naming Federal Tactics Security, Inc. the lowest responsive and responsible bidder; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are hereby adopted by reference thereto and incorporated herein as if fully set forth in this Section. Section 2. The bid received on December 29, 2016, pursuant to IFB No. 668381, from Federal Tactics, for the provision of Services for the Trust, on an as -needed basis, for an initial period of two (2) years with two (2), two (2) year options to renew, is hereby accepted. Section 3. Funds are to be allocated from the Trust's Operating Budget subject to the availability of funds and budgetary approval at time of need. Section 4. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.'
