HomeMy WebLinkAboutAgenda Item Summary FormAGENDA ITEM SUMMARY FORM File ID: #2143 Date: 04/20/2017 Commission Meeting Date: 05/11/2017 Requesting Department: Department of Planning and Zoning Sponsored By: District Impacted: All Type: Resolution Subject: Pre -Qualified Pool - Special Masters Services Purpose of Item: The nature of this item is to establish a resolution of the Miami City Commission, with attachment(s), appointing various pre -qualified individuals, for use by the Department of Planning and Zoning, Hearing Board Division (P&Z), to provide Special Master Services on an as -needed contractual basis, for an initial period of three (3) years, with an option to renew for one (1) additional two (2) year period; allocating funds from the various sources of the end -user department, subject to the availability of funds and budgetary approval at the time of need; authorizing the City Manager to execute the negotiated Professional Services Agreements (PSA), in substantially the attached form, and to negotiate and execute all other documents, including any amendments, renewals, extensions, and modifications, in a form acceptable to the City Attorney, as may be necessary for said purpose. Pursuant to Section 2-811 of the City of Miami Code, the addition of Special Masters is subject to City Commission approval. Background of Item: P & Z is seeking to establish a pool of pre -qualified individuals to serve as Special Masters, as defined by Section 2-811 of the City of Miami Code. These Special Masters will preside over hearings related to Code Enforcement Violations, Red Light Camera Violations, and other municipal matters. On November 8, 2016, the Procurement Department issued RFQ584381 under full and open competition. On December 12, six (6) proposals were received in response to the solicitation. All Proposers were deemed responsive. The Review Team appointed by the City Manager met on January 11, 2017, and evaluated all proposals in accordance with the guidelines in the solicitation. There were no performance or compliance issues with any of the Proposers. Compensation payable by the City to each Special Master is fixed and firm at $100 per hour; total compensation shall not exceed $25,000.00 annually. WHEREAS, pursuant to Section 2-811 of the Code of the City of Miami, Florida, as amended ("City Code"), Special Masters are appointed by the City Commission, or pursuant to City Commission authorization, to preside over Code Enforcement Violations, Red Light Camera Violations, and other municipal matters; and WHEREAS, the City Commission desires to appoint Special Masters who possess outstanding reputations for civic pride, interest, integrity, responsibility, and business or professional ability, and who have significant knowledge of code enforcement matters and other municipal matters in accordance with the City Code; NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The Proposals received December 12, 2016 pursuant to Request for Qualifications ("RFQ") No. 584381 for the provision of Special Master Services for the Department of Planning and Zoning, Hearing Board Division, on an as -needed contractual basis, are accepted. Section 3. Funds to be allocated from the various sources of funds of the end -user departments, subject to the availability of finds and budgetary approval at the time of need. Section 4. The six (6) pre -qualified Special Masters as listed alphabetically in "Exhibit A", attached and incorporated, are hereby appointed. Section 5. The City Manager is authorized' to execute the negotiated Professional Service Agreements, in substantially the attached form, for an initial period of three (3) years, with an option to renew for one (1) additional two (2) year period, with each Special Master listed on Exhibit "A". Section 6. The City Manager is further authorized' to negotiate and execute all other documents, including any amendments, renewals, extensions, and modifications, in a form acceptable to the City Attorney, as may be necessary for said purpose. Section 7. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
