Purpose of Item:
The purpose of this item is to authorize a resolution of the Miami City Commission,
approving the increase in capacity beyond the City Manager's authority of $50,000, for
IFB 367307, Police Radars and Laser Equipment Repairs and Recertification, with
Enforcement Electronics Service, Inc., authorizing the City Manager to negotiate and
execute all other documents, including any amendments, and modifications to the
contract, in a form acceptable to the City Attorney, as may be necessary for said
purpose, allocating funds from the various sources of funds of the user department,
subject to availability of funds and budgetary approval at the time of need.
Background of Item:
The City of Miami's Police Department (Police) is required to have the radars, and
related equipment repaired and certified on an ongoing basis. The current agreement
IFB 367307, was approved under the City Manager's authorized spending limit of
$50,000 on April 1, 2014, for an initial term of two (2) years with the option to renew
(OTR) for three (3) additional one (1) year periods. The contract is in the first OTR,
which will expire on March 31, 2017. Police has reached the authorized capacity of the
contract of $50,000. This resolution will allow Police to utilize this contract through the
third and final OTR, which will expire March 31, 2019.

A RESOLUTION OF THE MIAMI CITY COMMISSION AUTHORIZING AN INCREASE
IN CAPACITY BEYOND THE CITY MANAGER'S AUTHORITY OF FIFTY THOUSAND
DOLLARS ($50,000.00) FOR INVITATION FOR BID NO. 367307, POLICE RADARS
AND LASER EQUIPMENT REPAIRS AND RECERTIFICATION, WITH
ENFORCEMENT ELECTRONICS SERVICE, INC.; ALLOCATING FUNDS FROM THE
VARIOUS SOURCES OF FUNDS OF THE USER DEPARTMENT, SUBJECT TO
AVAILABILITY OF FUNDS AND BUDGETARY APPROVAL AT THE TIME OF NEED;
AUTHORIZING THE CITY MANAGER TO NEGOTIATE AND EXECUTE ALL OTHER
DOCUMENTS, INCLUDING ANY RENEWALS, AMENDMENTS, AND
MODIFICATIONS TO THE CONTRACT, IN A FORM ACCEPTABLE TO THE CITY
ATTORNEY, AS MAY BE NECESSARY FOR SAID PURPOSE.
WHEREAS, the City of Miami ("City") Police Department ("MPD") has a continuing need
to have radars and related equipment repaired and certified; and
WHEREAS, Invitation for Bid ("IFB") No. 367307, Police Radars and Laser Equipment
Repairs and Recertification, was awarded on April 1, 2014 to Enforcement Electronics Service,
Inc., the second lowest bidder, after the successful bidder, Williams Communications, Inc.,
withdrew its bid; and
WHEREAS, the award to Enforcement Electronics Service, Inc. was made pursuant to
the City Manager's authorized spending limit of fifty thousand dollars ($50,000.00) pursuant to
Section 18-86(b) of the Code of the City of Miami, Florida, as amended, for an initial term of two
(2) years with the option to renew for three (3) additional one (1) year periods; and
WHEREAS, the contract is in the first option to renew, which will expire on March 31,
2017, and the MPD has reached the authorized capacity of the contract of $50,000.00; and
WHEREAS, this Resolution will allow the MPD to utilize the contract through the third
and final option to renew, which will expire March 31, 2019;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The increase in capacity beyond the City Manager's authority of fifty thousand
dollars ($50,000.00) for IFB No. 367307, Police Radars and Laser Equipment Repairs and
Recertification, with Enforcement Electronics Service, Inc., is approved.
Section 3. Funds are to be allocated from the various sources of funds of the user
department, subject to availability of funds and budgetary approval at the time of need.
Section 4. The City Manager is authorized to execute all other documents, including
any renewals, amendments, and modifications to the contract, in a form acceptable to the City
Attorney, as may be necessary for said purpose.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.2

1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
