City Clerk 4020 Virginia Beach Drive, Miami, Florida 33149 • T 305.960.4600 F 305.960.4620 • www.virginlakeybeachpark.net April 17, 2017 The Honorable Keon Hardemon, Chairman The Miami City Commission Miami City Hall 3500 Pan American Drive Miami, FL 33133 Dear Chairman Hardemon, On Monday, April 3nd, 2017 Ms. Barbara Gomez, Consultant with G & G Business Developments, LLC (G&G) gave a brief presentation before the Virginia Key Beach Park Trust (VKBPT) Board of Trustees regarding a non -solicited proposal to develop the Beach Pavilion component of the Historic Virginia Key Beach Park (HVKBP) Master Plan. G&G has been in communication with the Trust for several weeks and has shown a great interest in developing a Beach Pavilion concept that will satisfy the Trust Master Plan and maintain the integrity of the Historic Beach Park. Throughout several discussions and presentations with G&G we have seen a genuine effort by their development team to preserve the core principles of the Trust Mission, including but not limited to, promoting and maintaining absolute public ownership of and access to the Historic Beach Park and its facilities. It is our understanding that on Thursday, April 27, 2017 the G&G Beach Pavilion proposal will be heard as a Discussion Item before the City Commission. Currently, without knowing all of the fine details of that latest proposal, the Trust holds a predominately favorable yet conditional opinion of the viability of it, however: Specifically, in order to comply with the Mission for which the VKBPT was created, the proposed Beach Pavilion must meet the following requirements • It must maintain absolute public ownership of the future structure; • It must maintain absolute public access to the future structure; • The design of the future Beach Pavilion must be appropriate and compatible with the natural features and ecology of Virginia Key; • The financial benefit to the Trust/City of Miami and the public must be significant in both the short and long term. The future Beach Pavilion must also meet the following specifications in the approved HVKBP Master Plan: • Approximately 5,000 sq. ft.; • Nature -study programming area; • Trail head interpretive facility with support for group camping; • Outdoor classroom/story-telling space; lllstorte Virginia Key Reach Park. once called 'hears Cut'. was frequented In the early 1000's by Black settlers arriving on the Island by ferry (41"I BenZitt from a dock at the end of Filth Street. With these specific conditions met we believe a premier Beach Pavilion proposal can be fully supported and approved by the VKBPT Board of Trustees and subsequently approved by both the City of Miami Commission and the public by via public referendum.
