SUBJECT: Authorizing an Agreement
with the Overtown Youth
Center, Inc. to expand the
Summer Youth Program

The Office of Grants Administration respectfully requests your approval and action of the City of Miami
Commission by a 4/5ths affirmative vote, after an advertized public hearing ratifying, approving and
confirming the City Manager's recommendation, and finding that competitive negotiation methods are not
practicable or advantageous regarding the agreement for the expansion of the summer youth employment and
financial empowerment program described below.
The Department respectfully requests such recommendation, finding, and authorization in order to proceed
with executing an agreement with the Overtown Youth Center, Inc., to award funds, in the amount not to
exceed $367,500 to operate the programmatic component throughout the City as part of the City's Summer
Youth Employment & Financial Empowerment Program funded by the CFE Foundation, for the 2017 fiscal
year. Because of the most recent unanticipated extension of further match funding, the funder requires that
the program be implemented June 2017. The expansion consist of the hiring of up to 100 additional youth
and placing them to work in businesses to complete the job experience element of the program.
The Overtown Youth Center (OYC) was founded in 2003 by NBA Hall-of-Famer Alonzo Mourning and real
estate developer Martin Z. Margulies in hopes of creating a safe haven for children living in Overtown. For
over 13 years, OYC has been providing holistic programming to help youth avoid falling victim to poor
education, poverty and crime. The center has graduated 100% of its high school seniors since inception and
continues to send a majority of its students to college. Most importantly, this well respected provider has the
experience, infrastructure and programmatic knowledge with the coordination and implementation of summer
programs and placing youth in internships and summer jobs. Children and youth from all over the County
attend OYC's and benefit from the excellent programs available for everyone.
For the reasons stated above, as required by the Section 18-85(A) of the Code of the City of Miami, the Office
of Grants Administration (1) recommends the execution of an agreement with the Overtown Youth Center,
for the 2017 contract year be awarded to Overtown Youth Center, which is qualified and has been providing
vital services described above for many years, and (2) finds that the competitive negotiated methods are not
practicable or advantageous for the provision of the aforementioned program services in the City. If these
recommendations and findings meet with your approval, please indicate by signing below.
The Legislation item will be placed on he da for the April 27tg', 2017CityCommission Meeting.
