Background of Item: On December 8, 2016, pursuant by Resolution No. 16-0605 the City of Miami ("City") Commission approved the changing of the fiscal year of the Department of Community and Economic Development ("CED") from April 1st — March 31 st to October 1st — September 30th. On September 20, 2016, the City of Miami Commission approved a contribution from General Funds to CED which includes an amount of $119,603.00 for economic development agencies to extend the current program year from 12 months to 18 months. The City Manager has made a finding in Attachment "A", attached and incorporated, that pursuant to Section 18-85(a) of the Code of the City of Miami, Florida, as amended ("City Code"), competitive negotiation methods and procedures are not practicable or advantageous to the City for obtaining said services, and has recommended to the City Commission that the findings be adopted and that competitive bidding methods and procedures be waived for the Program. The City administration recommends the allocation of funds in the amount of $119,603.00 from the Social Services Gap Program Fund to the agencies as specified in Attachment "B", attached and incorporated, for the extension of the fiscal year. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. By a four -fifths (4/5ths) affirmative vote, after an advertised public hearing, the City Manger's finding, attached and incorporated as attachment "A", that competitive negotiation methods and procedures are not practicable or advantageous to the City pursuant to Section 18-85(a) of the City Code, waiving the requirements for said procedures, is ratified, approved and confirmed. Section 3. The City Manager is authorized' to allocate grant funds in the total amount of One -Hundred Nineteen Thousand Six -Hundred Three and 00/100 dollars ($119,603.00) to the agencies specified in Attachment "B", attached and incorporated, for economic development activities, with said funds allocated from Social Services Gap Program Fund. Section 4. The City Manager is authorized' to execute agreement(s), in a form acceptable to the City Attorney, with said agencies for said purpose. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: ndez, ity Attor ey 4/17/2017 1 The herein authorization is further subject to compliance with all requirements that may be imposed by the City Attorney, including but not limited to those prescribed by applicable City Charter and Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
