Alfonso City Manager ld� ndra Harris, Director Office of Transportation Management DATE: SUBJECT: April 14, 2017 FILE : 4/27/17 PA.1 Personal Appearance Request for traffic calming devices in the Shenandoah neighborhood REFERENCES: ENCLOSURES: The Office of Transportation Management (OTM) has received numerous requests for traffic calming devices in the Shenandoah neighborhood. This includes the area of concern to- Vivian Guzman, the resident who is requesting the public appearance and Georgina Valdes, who's email was also sent to the City Manager. Below is a recap of all the traffic calming activity specific to their concerns. In addition, the attached map depicts all the activity related to any installation, requests and/or approvals of traffic calming devices in the Shenandoah neighborhood. First email (Vivian Guzman) - She is the requester of the public appearance and is requesting a new neighborhood study stating the 2005 was outdated: Concern: "Two (2) barricades placed between SW 37th Ave and 32 Ave on SW 16th Street at the end of the cemetery and leading to SW 8th St., How did these residents get this done?" OTM response: o Most likely the resident is referring to La Pastorita temporary barricades placed at SW 16 Street at SW 34 Avenue and SW 11 Street and SW 34 Avenue. o The request came from residents to Commissioner Suarez and the County consented to the placement of temporary barricades with the requirement of a before and after study to quantify the impact of the closure. o Status: the study was performed and discussed with District 4 (D4); further discussion pending the County. Concern: "We are requesting that the city place similar barricades blocking traffic through our neighborhood. We can schedule a meeting and discuss the placement of these barricades. Once the water/sewer project is finally completed, we can, as a neighborhood, discuss a long-term solution, which may include a special taxing district." OTM response: o Any temporary or permanent closure will require the City to endorse the closure through a resolution. The request will then go to the County for evaluation and approval. Second email (Georgina Valdes and Vivian Guzman) — Concern: "Desires traffic calming improvements on SW 24th Avenue and SW 25th Avenue (between SW 16th Street and Coral Way). " Page 1 of 2 OTM Response: SW 24 Avenue: • SW 24 Avenue completed traffic circles: o SW 24 Ave and SW 10 St o SW 24 Ave and SW 14 St o SW 24 Ave and SW 16 St o SW 24 Ave and SW 18 St • SW 24 Avenue — Active In Design project: o B-30979 SW 24 Ave and SW 21 St Speed Tables (formerly a Traffic Circle) • SW 25 Avenue: o SW 25 Ave at SW 21 St — D4 on behalf of residents requested All -way stop — Sent to County for evaluation 4/6/17 o SW 25 Ave and SW 20 St — Traffic circle recommended in the 2005 Shenandoah Neighborhood Study - No consensus (per Capital Improvement) o SW 25 Ave and SW 20 St — Residents requested speed humps — OTM evaluated on 11/1/16. A traffic circle was recommended at SW 20 St and SW 25 Ave or speed humps at SW 20 St from SW 27 Ave to SW 25 Ave and SW 25 Ave from SW 20 St to SW 21 Terr. o SW 25 Ave and SW 19 St — Traffic circle recommended in 2005 Shenandoah Neighborhood Study - No consensus and Project B-30167B is on hold due to lack of funds (per Office of Capital Improvements (OCI) o SW 25 Ave and SW 17 St — Neighborhood Enhancement Team (NET) requested traffic study — OTM advised that a traffic circle was recommended for this location in the 2005 Shenandoah Neighborhood Study. o SW 25 Ave and SW 17 St — D4 on behalf of residents requested All -way stop controlled - Sent to County for evaluation on 3/28/17 o SW 17 St from SW 27 Ave to SW 24 Ave — D4 requested speed tables — received 3/29/17 pending OTM evaluation. o SW 25 Ave and SW 14 St — Active In Design Project B-50503 Raised Intersection (formerly a Traffic Circle) o SW 14 St from SW 25 Ave to SW 27 Ave — D4 requested speed tables — Data to be collected this month and analysis will follow. o SW 14 St West of SW 27 Ave — D4 requested a temporary road closure — The before the closure data was collected; analysis pending. The temporary closure has been installed. After closure data collection and analysis pending. OTM originally decided to conduct another neighborhood study to update the 2005 study. However, it was recommended that we first seek guidance from the City's legal department.
