A RESOLUTION OF THE MIAMI CITY COMMISSION DIRECTING THE CITY
MANAGER TO CONDUCT A FEASIBILITY STUDY BASED ON THE NEEDS OF
THE MIAMI POLICE DEPARTMENT ("MPD") FOR THE PROCUREMENT OF
ALL NECESSARY HARDWARE, SOFTWARE, AND RELATED MAINTENANCE
AND SERVICE CONTRACTS FOR THE PROVISION OF MOBILE
FINGERPRINT SCANNERS FOR USE BY MPD PATROL UNITS; DIRECTING
THE CITY MANAGER TO IDENTIFY SOURCES OF FUNDS TO BE USED FOR
THE PROCUREMENT OF THE SAME IN FISCAL YEAR 2016-2017; FURTHER
DIRECTING THE CITY MANAGER TO SUBMIT THE FEASIBILITY STUDY TO
THE CITY COMMISSION WITHIN THIRTY (30) DAYS FROM THE EFFECTIVE
DATE OF THIS RESOLUTION AND TO PROCURE, WITHIN THE TIME FRAME
ALLOWED BY LAW, THE PURCHASE OF THE NUMBER OF MOBILE
FINGERPRINT SCANNERS APPROVED BY THE CHIEF OF POLICE,
SUBJECT TO SAID FEASIBILITY STUDY.

WHEREAS, it is common for Law Enforcement Officers ("LEO") to encounter subjects
that provide false information regarding their identity; and
WHEREAS, in those instances, LEOs may obtain a fingerprint from the subject and
compare the fingerprint to those on record at a later date; and
WHEREAS, technology is now available to identify subjects encountered while on patrol
almost instantaneously; and
WHEREAS, biometric technology capable of scanning fingerprints in the field is
becoming cheaper, more accessible, and provides ready access to vital data in challenging
environments such as crime scenes; and
WHEREAS, current technology will enable Miami Police Department ("MPD") officers to
capture forensic -quality biometric data for comparison against stored fingerprints in federal,
state or local Automated Fingerprint Identification Systems ("AFIS") minimizing the time
necessary to obtain information and help preserve public safety through immediate action; and
WHEREAS, the City Commission wishes to make mobile fingerprint scanners available
to all MPD patrol officers;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
hereby adopted by reference and incorporated as if fully set forth in this Section.

Section 2. The City Commission directs the City Manager to conduct a feasibility study
based on the needs of the MPD for the procurement of all necessary hardware, software, and
related maintenance and service contracts for the provision of mobile fingerprint scanners for
use by MPD patrol units.
Section 3. The City Commission directs the City Manager to identify sources of funds to
be used for the procurement of the mobile fingerprint scanners in Fiscal Year 2016-2017.
Section 4. The City Manager is further directed to submit the feasibility study to the City
Commission within thirty (30) days from the effective date of this Resolution and to procure,
within the timeframe allowed by law, the purchase of the number of mobile fingerprint scanners
approved by the Chief of Police, subject to said feasibility study.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature of the Mayor.

1 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
