Subject: Accept Grant - 100 Resilient Cities Initiatives
Purpose of Item:
To accept grant funds from Rockefeller Philanthropy Advisors, Inc. on the behalf of the
100 Resilient Cities Initiative (RPA/100RC) in the amount $168,233.31 per year to pay
for the salary and benefits of the position of Chief Resilience Officer for a period of two
years beginning October 31, 2016. RPA/100RC will also contribute in -kind technical
assistance and capacity development for a term of three years beginning October 31,
2016.
Background of Item:
The City of Miami (GRANTEE), City of Miami Beach, and Miami -Dade County have
been designated one of the Rockefeller Foundation's "100 Resilient Cities" under the
collective term "Greater Miami and the Beaches" (GMTB). RPA/100RC will contribute
in -kind technical assistance and capacity development to accomplish the grant purpose
in several ways. RPA/100RC will dedicate and fund resources to work with GRANTEE
to support GMTB's development of a Resilience Strategy. This will include making
available RPA/100RC staff experts and other service providers hired by RPA/100RC to
work directly with GRANTEE as needed. Also, RPA/100RC will develop a platform of
third -party partners who can offer tools and services to GRANTEE to assist in creating
and implementing a resilience agenda. RPA/100RC will also provide access to a CRO
peer network so that GRANTEE's CRO can connect with CROs from across the globe
to share strategies and learnings. Agreements regarding the specific terms of such
services may be required.

A RESOLUTION OF THE MIAMI CITY COMMISSION, WITH ATTACHMENT(S),
AUTHORIZING THE CITY MANAGER TO ACCEPT AND APPROPRIATE A
REIMBURSEMENT GRANT AWARD FROM THE ROCKEFELLER PHILANTHROPY
ADVISORS, INC. ("GRANTOR"), IN AN AMOUNT NOT TO EXCEED $336,466.62
("GRANT"), TO FUND THE POSITION OF CHIEF RESILIENCE OFFICER WHO
SHALL GUIDE THE DELIVERY OF RESILIENCE EFFORTS IN THE CITY OF MIAMI
("CITY"); FURTHER AUTHORIZING THE CITY MANAGER TO CREATE THE
NECESSARY ACCOUNTING STRUCTURE TO ACCOUNT FOR THE GRANT FUNDS
IN ACCORDANCE WITH GENERALLY ACCEPTED ACCOUNTING PRINCIPLES,
AMEND THE CITY'S OPERATING BUDGET AT A FUTURE DATE, COMPLY WITH
GUIDELINES SET FORTH BY THE GRANTOR, AND NEGOTIATE AND EXECUTE A
REIMBURSEMENT GRANT AGREEMENT ("AGREEMENT"), IN A FORM
ACCEPTABLE TO THE CITY ATTORNEY, AND ANY OTHER NECESSARY
DOCUMENTS, AMENDMENTS AND MODIFICATIONS TO SAID AGREEMENT, IN A
FORM ACCEPTABLE TO THE CITY ATTORNEY, TO IMPLEMENT THE
ACCEPTANCE AND ADMINISTRATION OF SAID GRANT.
WHEREAS, 100 Resilient Cities Initiative ("100RC"), a sponsored project of Rockefeller
Philanthropy Advisors, Inc. ("Grantor"), is dedicated to helping cities around the world become
more resilient to the physical, social, and economic challenges that are a growing part of the
21 st century; and
WHEREAS, 100RC provides assistance through funding for a Chief Resilience Officer
("CRO") in each city selected to lead resilience efforts; resources for drafting a resilience
strategy; access to private sector, public sector, academic, and non -governmental organization
resilience tools; and membership in a global network of peer cities to share best practices and
challenges; and
WHEREAS, the Grantor, on behalf of 100RC, has awarded the City of Miami ("City") a
grant in an amount not to exceed $336,466.62 ("Grant") to fund the position of CRO for a two (2)
year period commencing October 31, 2016 ("Term"), who shall guide the delivery of resilience
efforts in the City; and
WHEREAS, the CRO will further work jointly with Miami -Dade County and the City of
Miami Beach to build regional resilience; and
WHEREAS, a condition of the Grant requires that the (1) reimbursement grant
agreement ("Agreement") be governed by and construed in accordance with the laws of the
State of New York, and (2) the City indemnify and hold harmless the Grantor and 100RC,
subject to the limitations and sovereign immunity provisions of Florida Statute, Section 768.28;
NOW, THEREFORE, BE IT RESOLVED BY THE COMMISSION OF THE CITY OF
MIAMI, FLORIDA:
Section 1. The recitals and findings contained in the Preamble to this Resolution are
adopted by reference and incorporated as if fully set forth in this Section.
Section 2. The City Manager is authorized' to accept and appropriate the Grant, in a
total amount not to exceed $336,466.62, from the Grantor, on behalf of 100RC, to fund the
position of CRO.
Section 3. All personnel costs related to the funding of a CRO including, but not limited
to, salary and benefits shall not exceed the Grant award for the Term.
Section 4. The City Manager is further authorized' to create the necessary accounting
structure to account for the Grant funds in accordance with generally accepted accounting
principles, amend the City's operating budget at a future date, comply with guidelines set forth
by the Grantor, and to negotiate and execute an Agreement, in a form acceptable to the City
Attorney, and any other necessary documents, amendments, and modifications to said
Agreement, in a form acceptable to the City Attorney, to implement the acceptance and
administration of said Grant.
Section 5. This Resolution shall become effective immediately upon its adoption and
signature by the Mayor.2

1 The herein authorization is further subject to compliance with all requirements that may be imposed by
the City Attorney including but not limited to those prescribed by applicable City Charter and City Code
provisions.
2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days
from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective
immediately upon override of the veto by the City Commission.
