Alfonso, City Manager FROM: Milton Vickers, Senior Advisor to the City Manager on behalf of Commissioner Suarez DATE: March 20, 2017 SUBJECT: $50,000 from District 4 to Big Brothers Big Sisters of Miami, Inc. for the Mentor a Rising Star Program BACKGROUND The City of Miami ("City") created the Anti -Poverty Initiative to address poverty and focus on providing support to its residents. Big Brothers Big Sisters of Miami, Inc. (the organization), a 501 (c) (3) non-profit organization, seeks to strengthen, develop, and secure our future leaders by matching the rising stars in our community with committed mentors. The organization's long-term objective is to facilitate long- standing mentoring relationships that positively impact at -risk youth to improve their overall academic performance and develop positive social relationships. The goal of the Mentor a Rising Star initiative is to use their proven one on one Bigs in Blue mentoring model to help at -risk youth break the cycle of poverty and violence by improving their academic and social performance. With the generous support of the City of Miami, their overall goal in 2017- 2018 is to double the reach of our Bigs in Blue program by matching at least 25 at -risk youth with law enforcement As they are familiar with the needs of the community and requirements imposed by the City, it would be advantageous to the City to expedite the allocation and waive procurement requirements at this time. Providing these funds to the organization will allow more youth to obtain these services immediately, with no added time for the procurement process, which could take over 30-40 days. RECOMMENDATION In light of the above stated, approval of a waiver of the formal requirements of competitive sealed bidding methods as not being practicable or advantageous to the City as set forth in the City Code of Ordinances, as amended, specifically Section 18-85 (A), and the affirmation of these written findings and the forwarding of the same to the City Commission for ratification by a four -fifths vote is respectfully requested.
