HomeMy WebLinkAboutProject Update ReportPROJECT UPDATE REPORT APRIL 2017 DOWNTOWN FLAGLER STREET RECONSTRUCTION, B-306065 Project was awarded on March 30, 2015 to FH Paschen (FHP) after a re -bid due to a lack of bidders at the time of the first bid. NTP was issued 8 month later on November 12, 2015, waiting on 100% construction documents. Actual construction didn't start till January 4, 2016 waiting on Public Works permits. PHASE I started January 4, 2016 and was completed June 20, 2016 Phase I Conflicts: Intersection construction was delayed on multiple occasions due to the amount of shallow and improperly located utilities. Delays were caused by TECO Peoples Gas relocation and upgrade of a gas main, FPL relocation of a damaged duct bank and Level III Communications fiber optic line running approximately 13 feet below the exact location of the proposed Drainage Well No. 1, relocation of a drainage well and redesign of drainage structure to avoid additional conflicts. All of the above delayed the project approximately twelve (12) weeks. PHASE II started June 20, 2016 and was substantially completed February 28, 2017 Phase II conflicts: The construction of this block was delayed due a shallow AT&T 4 inch duct banks found at the north side of the road, the removal and relocation of Florida Power and Light (FPL) light poles and an 8 inch water main line that was found (extremely shallow, approximately 8 inch underneath the roadway). The contractor tried to get Miami -Dade Water and Sewer (MDWASD) to relocate the water main but after several weeks, MDWASD notified us they could not lower their pipe due to multiple utilities crossing just underneath their pipe. The City then had to issue a field order to the contractor in order to excavate under all utilities so that MDWASD could lower their pipes in order for the City to continue the construction of the roadway. All of the above delayed the project approximately six (6) weeks. PHASE III started June 20, 2016 and was substantially completed February 28, 2017 Phase III conflicts: There were no major issues with this phase other than a redesign of the intersection elevations in order to maintain the elevation of an existing FPL vault that could not be lowered. This delayed the project approximately two (2) weeks. PHASE IV started June 20, 2016 and scheduled to be completed May 2017 Phase IV conflicts: This phase was opened to construction at the same time as Phases 2 and 3 in an effort to try and expedite the construction. The construction of this phase was delayed due to conflicts with AT&T duct banks on the north side of the road, redesign of the water and sewer main relocation, relocation of a Comcast fiber optic line, and an AT&T duct bank that was too high in respect to the proposed road elevations. Also, redesign of the drainage line in order to avoid further conflicts with AT&T and Miami -Dade Water and Sewer. This delayed the project approximately eight (8) weeks. PHASE V will start once Phase IV is substantially complete Currently the project is scheduled to be substantially completed by March 22, 2018 but there's a Time Impact Analysis (TIA), Time Impact Analysis, that's been submitted by FHP for approximately a 10 months claim. However, the City is disputing the TIA submitted by FHP at this time.
